Project Title: Rawlins Field Office (RFO) Warehouse and Shop Buildings
Attachment 6 –Contractor Questions and Answers (QAs)
1. Could you please let me know if the site visit will be mandatory and if there is anything we need to do to attend the walk?
Answer: The site visit was not mandatory, but they are highly recommended for offerors to attend.
2. Are there any roofing drawings for this Project?
Answer: The only drawings that we have are the ones provided in the solicitation.
3. Are there any documents or drawings that can be used to complete an accurate take off?
Answer: The only drawings that we have are the ones provided in the solicitation.
4. Do you need the hard copy bid bond as well as the electronic version?
Answer: Please provide your bid bonds electronically with Volume 1 of your proposal.
5. Where would you like the reps & certs inserted in the proposal?
Answer: The reps and certs should be provided with your short cover letter, as stated in L-
7(c) of the solicitation.
6. Do you want the SF1442 in Volume 1 & 3?
Answer: Please provide the SF 1442 in Volume 1 only. With your completed SF 1442 the offeror is to provide the total price on the schedule b (page 3 of the solicitation). In Volume
3, the offer is to complete the pricing worksheet.
7. Would the government consider allowing a longer POP then the 90 days specified? We are experiencing delays in metal siding and roofing as well as volatile pricing increases and wanted to find out if the government would allow for the extended lead times on the materials or if the POP could start after the materials submittals have been approved and materials have been shipped?
Answer: The Government will extend the period of performance from 90 days, to 180 days via amendment 0003.
8. Some of the door frames are damaged on the buildings would the government like for the contractor to repair/replace these frames at the time of siding replacement?
Answer: Yes, we would like the existing door frames to be repaired and painted.
9. Will the existing overhead door frames need to paint as well as the overhead doors?
Answer: Yes, we would like the overhead door frames to be painted.
10. Is the government expecting the contractor to remove all electrical/plumbing items from the walls before placing the siding and replace after the new siding has been installed?
Answer: Yes.
11. Is there fire alarm in the existing buildings and if so do we need to subcontract out the fire alarm conduit and Monaco removal/reinstall to the alarm company that services the fire alarm system or can our electrical contractor remove and replace the conduit/devices?
Answer: There are no fire alarms in the buildings.
12. Will the contractor be required to provide temp facilities or can government facilities be used?
Answer: Yes, the contractor will need to provide its own facilities.
13. There is shallow sloped roof on the sign shop/maintenance shop that appears to be almost flat. Most roofing manufacturers will not warranty a roofing system less than 2/12 pitch.
Would the contactor need to install tapered insulation or framing to change the slope of the roof to meet the 25 year warranty period.
Answer: A 25 year warranty period is required in the steel siding specification 074619, paragraph 1.10 A 3. Metal roofing specification 076100 paragraph 1.8.A requires:
“Warranty: Furnish a written 30 year minimum warranty from date of substantial completion on roofing materials and a 5 year guarantee against a defective roofing system, including any repairs necessary to maintain a watertight condition.”
• The shallow sloped roof on the Sign Shop’s Cold Storage addition has a pitch of approximately 1.2/12 per paragraph 1.1.D.5 on page 4 of the SOW.
• The 2018 International Building Code (IBC) paragraph 1507.4.2 ‘Deck Slope’ states
“The minimum slope for standing-seam metal roof panel systems shall be one-quarter unit in vertical in 12 units horizontal (2-percent slope).”
• A major roofing manufacturer’s website states “Mechanically seamed metal roofing is the most weather-tight system that we offer. It is ideal for roofs that are nearly flat and can handle pitches as low as .5” to 1” in 12”. It is ideal for snow country and can be seamed with a single or double lock connection.”
Based on this information the slope of the shallow sloped roof with the approximate 1.2/12 pitch should not need to change to maintain the required warranty for the metal roofing.
14. In the specs (page 8 item 1.10 A 1b it states to warranty the roof against hail damage including denting. Would the government consider removing this requirement since it would be an Act of God and not something that can be controlled?
Answer: A hail damage warranty is not required in the metal roofing specification 076100.
The warranty for hail damage including denting is required in the steel siding specification
074619, paragraph 1.10 A 1.b. This is specified as a manufacturer’s warranty. Hail damage warranties appear to be available from steel siding manufacturers.
15. It is our understanding that the nearest recycling center is in rock springs. Would the government consider removing the recycling requirement from the project or will the siding need to be hauled to rock springs?
Answer: No, the government will not remove this requirement.
16. Is it anticipated that the electrical will be removed from the building and replaced after the new siding is installed? On page 19 of the scope of work there is quite a few panels and conduit that is in the way.
Answer: The electrical and conduit will need to be disconnected and reconnected through the new siding as soon as possible. We can't have the electrical disconnected for more than a few hours.
