QUESTION BLM RESPONSE
We are in receipt and have reviewed the subject solicitation. In addition, we understand that this acquisition is set aside for Small Business. We believe a Small Business is fully capable of providing the services but believe it will be challenging for a Small Business or a Large Business to provide all of the services across ten (10) states. Therefore, the question is will the government allow contractors to submit a proposal to provide the services in one (1) state?
The BLM will not be allowing an offeror to submit a proposal for one (1) state.
Reference solicitation Section 2, paragraph 2b that states "Offerors are advised that offers are solicited based on all states defined in this schedule and that the offeror must be available to furnish the required services in all locations."
Is there an incumbent contractor performing the services? If not, are the services being performed by the government?
Yes, there is currently a Multiple Award, Indefinite Delivery Indefinite Quantity Contracts performing the work. Three contractors were awarded a contract to support this requirement; e.g. Contract Numbers L15PC00188, L15PC00189, and L15PC0090.
Will the government consider extending the 07/31/2020 due date of proposals? No, the proposal due date will remain the same at July 31, 2020, 1000 MT.
Section 2, Paragraph e2): The paragraph states that, additional handling tasks may be required, that are described as veterinarian services. Is a special skill required to provide this assistance? Who has the authority to request and authorize this assistance? Historically, how many hours should be attributed to this type of assistance?
As stated in this paragraph the contractor may be required to assist (assist being the key word) in these tasks. If veterinarian services or special skills are needed a BLM individual will be performing these type of services. This paragraph is describing when the Base Daily Rate (BDR) could apply where the contractor would get paid for a daily rate which could involve a complete days work.
It is understood that, if required, feeding of weed-free hay will be identified at the task order level. However, the type of hay required must be identified at IDIQ level to allow contractors to properly price the item. If there is a significant difference in the price for a specialty hay, there is significant risk to the contractor. Please clarify which type of hay shall be bid at the IDIQ level. Also, if specialty hay is required at the task order level, will the contractor be allowed to adjust the price?
The offeror is to provide their proposed price based on providing good quality hay.
Specific historical information concerning the HA, HMA, WHBT and JMA is needed to properly price the proposal at the IDIQ level. The paragraph states that this information will be provided at the task order level. There is a risk that the contractor will not have adequate information to price the proposal, if not allowed to adjust pricing at the task order level. We are requesting that you provide the information so it can be reviewed and analyzed to include in the IDIQ level proposal.
The information pertaining to the current WHB populations is located on the BLM website at the following location: https://www.blm.gov/programs/wild-horse-and-burro/about-the-program/program-data. Information about HAs, HMAs, JMAs can be found at https://www.blm.gov/programs/wild-horse-and-burro/herd-management/herd-management-areas Information about the WHBT can be found at: https://www.fs.fed.us/wild-horse-burro/territories/index.shtml
To determine the appropriate method to setting up the temporary holding facility, please provide the location of a prior traps and/or location of migrations or herds.
Past trapping and holding locations can be provided at the pre-work conference for each individual task order award.
On-call or on-site veterinary support will be provided for all helicopter gathers, as deemed necessary by BLM. Who is responsible for the veterinary expense? BLM or the contractor? The BLM is responsible for the veterinary support expense.
Based on the volatile nature of gasoline and fuel, 5 year performance period of the contract, and the contract type, does the government intend to allow for an economic price adjustment?
No, previous contracts have never provided for this and there never has been any issues.
For planning purposes, historically, would a post award conference be conducted in Denver? No, a post award conference will be conducted with all awardees via a teleconference.
For planning purposes, has BLM established a timeline detailing the order, by location that a task order will be issued? Is there a potential that any given contractor would execute more than one task order at a time?
When the gather schedule is developed it is posted at:
https://www.blm.gov/programs/wild-horse-and-burro/herd-management/gathers-and-removals Although it is not the exact order Task Orders are issued, as other gathers may be needed throughout the year. Yes, if the contractor has the necessary personnel and equipment they could quote and potentially receive multiple task orders.
If at the IDIQ level, the detailed information is not provided, specifically the information that has already been designated as, to be identified at the task order level, will the contractor be allows to exceed the firm fixed price?
The firm fixed unit prices are firm fixed priced where awardees will not be able to quote higher than the unit pricing incorporated into the base IDIQ contract.
Reference Section 3, paragraph 5 c) which states "As a norm, task orders will be competed amongst contract awardees, Contractors shall not propose pricing that exceeds the unit prices incorporated into the base contract but may propose lower unit prices on task order proposals.
In response to a task order request, what documents are required for submission?
Each task order request, at a minimum, will request a price quote. If additional information is required; ex. technical (gather plan) and/or key personnel listing, or past performance information it would be addressed in task order request for quote where the basis of award would be identified.
Section 5, Attachment 2: Comprehensive Animal Welfare Policy Gather Assessment Tool.
Please clarify which party/individual has the responsibility to enter the information into the tool.
This is a BLM responsibility.
Is the contractor allowed to edit the template to provide additional information or is the government only requesting that references be submitted on two (2) pages?
The BLM is only requesting the information identified in this document for three (3) references. Offeror's may provide additional information and more references, but the BLM is not obligated to use that information in their final evaluations.
