About this file
This is a solicitation and amendment for inventory and mapping services of abandoned mine sites on Bureau of Land Management properties in New Mexico. The Bureau of Land Management, New Mexico Region seeks offers for a firm fixed price base contract plus four option years to conduct ground surveys and develop a digital and spreadsheet database of mining features across 14 counties. Offerors must inventory between 50,000 to 75,000 previously unrecorded mining pits, shafts, waste piles and other sites. The solicitation was issued on May 25th, 2022 as a total small business set-aside. Offers are due by June 27th, 2022 and will be evaluated based on lowest price among technically acceptable proposals. The amendment extends the response deadline to July 5th, 2022 and provides revised evaluation criteria and a bid schedule.

Q. Based on all the unknowns (particularly how many features can be done in a day) is this project just going to bill against the lump sum price until the Contractor reaches the bid limit, regardless of how many mine features are inventoried? Some features may take 30 minutes to survey while others could take an entire day
(based on locations) which could greatly affect reaching or not reaching the 2,000 mine quota.
Please clarify.
A. Currently, there is an estimated 50,000 to
75,000 mining features that have not yet been inventoried. Our average times for surveying a single feature range from 5-10 minutes.
