Questions and Answers, 140L0321Q0006

Phase 3, Task 1 includes the following deliverables:

8. All materials described above for facilitating and conducting a public meeting

9. All facilitation, greetings, zoom/virtual meetings, and handling facilities.

Question. Can BLM please confirm that the contractor should prepare a tech approach and cost estimate for facilitating one virtual public meeting for the Draft EA/RMPAs?

Answer. Yes. We would like the contractor to prepare a technical approach and cost estimate for this but will require two virtual public meetings for the Draft EA/RMPAs to provide that option in case some cannot attend/view the first one.

Question. Is there a page limit for the technical proposal?

Answer. maximum of 25 pages, single sided is the page limit for the technical proposal.

Question. The period of performance is from November 2021 through August 2022. Can BLM confirm or clarify whether this anticipated timeframe is expected for Phases 1-4, excluding the optional phases?

Answer. The November 2021 – August 2022 POP is expected for all of the phases and tasks under the Base phases and does not include the optional phases. The optional phases have a POP of September 2022 – December 2022.

Question. Given that the deadlines for submitting questions and submitting proposals are so close together, we respectfully request an extension of 1 week so that we can adequately incorporate responses to questions into our proposal.

Answer. Yes, this is fine.

Question. Deliverables #8 and 9 for Phase 3 Task 1 imply there would be a public meeting as part of this tasks; however, there is no scope described for any meetings. Could you please provide more information on the public meeting if one is to be conducted under this task?

Answer. If a virtual public meeting is required, the contractor will attend and assist the BLM with 1 or 2 virtual public meetings. The contractor will have the primary responsibility for organizing, preparing materials, and facilitating the meeting. The BLM will assist with preparing materials for the meeting and attend the meeting. A dry run will be held at a date to be selected by the BLM. The contractor will provide a minimum of two (2) representatives at the meeting – the project manager and the Lead Planning/NEPA specialist.

Question. Under Optional Phase 3 – Prepare Proposed RMPAs/Final EA deliverables, is the “Printer proof review” the printed copies of the Camera-ready Proposed RMPAs/Final EA? What does the deliverable “printed materials” constitute under this task?

Answer. The Printer Proof Review is the document that will be provided to the contractor’s PM and the BLM’s PM to review and following that review, will be used to prepare the camera-ready document (printer-proof is basically considered the draft of the camera-ready).

The deliverable printed materials include the final documents prepared for publication in Section 508 format/compliance. These are the documents that the contractor will provide to the BLM for posting to ePlanning. This deliverable also including all camera-ready copy and all printed materials and electronic copies of the document at final (after the printer-proof deliverable).
