Evaluation Criteria Socorro Field Office Bureau of Land Management Recreation Site Kit Shelters
The Government intends to award the contract to a responsible party whose proposal is responsive to the solicitation process for purchase and delivery of steel picnic shelters for Datil Well Campground and Socorro Nature Area Recreation and provides “Best Value to the Government” on a Lowest Priced Technically Acceptable (LPTA) basis.
A technical Evaluation Panel consisting of no less than three members will conduct the initial evaluation. The panel will include the government project manager who is technically qualified to evaluate all proposals. Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer.
All evaluation factors other than price, when combined will be weighted equally. The evaluation factors listed below will be used to select the contractor that offers the BLM the LPTA offer.
1. Past Performance – Past performance of on time project completion without damaged materials, supplies, property or claims against the government.
2. Period of Performance – A responsive company able to complete the order detailed in the Specs in the allotted time to meet the timeframe of the project. The delivery sites are in central New Mexico BLM and should be accessible during routine business hours for the remodel work by the contractor. Any innovative cost saving methods that could improve the project outcome would be highly regarded.
3. Warranty - A warranty should be offered in materials and or workmanship from the time of delivery and final acceptance of a minimum of one calendar year, if a longer warranty by the manufacturer is not available or does not already exceed one year. Preference will be given to shelter kits with manufacturer warranties longer than one year.
