Statement of Work
Replace Communications Room HVAC System I. Background.
The Bureau of Land Management's General Support Service (BLM GSS) has need to replace the server room's legacy Liebert Challenger 3000 HVAC system, to include associated drycooler and pump package. The existing system was cited by the Division of Information Assurance as non-compliant after the Alaska Fire Service NIST based IT security assessment.
II. Purpose.
The intent is to acquire the industry's recommended replacement in order to meet the Bureau's stringent environmental requirements for communication rooms while keeping costs down by reusing the legacy systems power circuits, ancillary equipment, exterior and interior wall penetrations, and plumbed-in pipe systems. The purpose of this SOW is to provide information necessary for prospective vendors to fully understand BLM GSS requirements.
III. Descriptive Job Requirements
A. Contractor work and equipment shall comply with the Alaska Fire Service specification for
Computer Room Air Conditioning Units, Section 15785 and supporitng Sections.
B. Replace the legacy Liebert Challenger 3000 with a new fully compliant computer room
HVAC unit, integral dry-cooler and pump package concurrently to ensure reliable, compliant environmental conditioning system
C. Installation, Start-up, and commissioning shall be completed by Liebert factory trained and certified Mechanical/Refrigeration contractor.
D. The Contractor shall provide the labor, material, and tools to provide and completely remove and replace the existing communications room air conditioning system, including:
1) All labor, tools and material required, to include any required subcontracting.
2) Supply replacement Liebert PDX air conditioner matched to the existing system so the existing building penetrations, glycol piping, electrical cabling, and associated UPS
3) Isolate, drain, remove, and dispose of the entire legacy air conditioning system
4) Flush piping system w/ Tri-Sodium Phosphate (TSP) and rinse to ensure piping is clean.
5) Set new air conditioner, dry cooler, and pump package in same locations as original and connect utilities accordingly; modify if required.
6) Connect to the controls.

7) Leak test system piping per manufacture requirements.
8) Refill system with new propylene glycol rated for HVAC& Refrigeration systems.
9) Start up air conditioner to ensure proper operation.
a. Startup will be completed by Liebert Factory Trained and Certified Technicians.
b. Complete factory required start up forms.
c. File acquisition data with Liebert to place factory warranty is placed in effect.
F. Excludes:
1) Replacement of interconnecting pipe between HVAC (indoor), drycooler and pump package (outdoor).
2) Modifications to electrical power, disconnects, magnetic starters, etc. because we plan to use the existing power system and equipment
IV. End Results Required
A. Upon completion the Contractor shall turn over a fully functional communications-room air conditioning system that is in compliant with Division of Information Assurance NIST-based
IT environmental control of communications systems room security requirements.
B. Warranty. All materials and workmanship shall be covered by the standard manufacture warranty of no less than one year from the installation acceptance date.
V. Site Visit
A. All interested parties will be required to conduct a site inspection. This allows the potential contractor to fully understand the task and the conditions under which the work will be conducted, and satisfy themselves regarding general and local conditions that may affect contract performance.
B. Site visit will take place on 16 July 2025 at 10:00 A.M. Coordinate with Tim O'Brien for Base Access
2 days prior, 907-483-3733. Questions will be submitted No Later Than 18 July 2025, 12:00 P.M AST.
Answers will be posted NLT 23 July 2025.
C. Vendor failure to inspect the site shall not be grounds for a claim after contract award.

VI. Hours of Operation
A. Work shall occur from 8:00 AM – 4:00 PM, Monday through Friday, excluding holidays.
B. The Contractor shall contact the Facility Manager when arriving the first day to begin work and at the end of the workday at Project completion by calling phone number 907-483-3733.
