About this file

This document is a Statement of Work (SOW) for a contract to retrofit outside air supply fans with high efficiency filtration and odor removal systems at a Bureau of Land Management (BLM) facility on Ft. Wainwright. The BLM Alaska Fire Service (AFS) is soliciting proposals to address an issue where aircraft exhaust is entering the AFS Dining Facility through the fresh air intake. The SOW details the requirements for the contractor to provide and install new polarized-media electronic air cleaners that can remove 97% of airborne particulates 0.3 microns or larger, including ultrafine particles, VOCs, and odors. The contractor must be regularly employed in ventilation and air handling system installation and maintenance, and all work must meet applicable electrical and safety requirements. The end result required is retrofitted air intake vents with the new filtration system, covered by a minimum 1-year warranty. The related federal contract opportunity has the solicitation number 140L0224Q0032 and is being issued by the Department of the Interior's Bureau of Land Management.

[TYPE HERE] STATEMENT OF WORK (SOW)

Retrofit Outside Air Supply Fans for High Efficiency Filtration

I. Introduction/Background

A. The Bureau of Land Management (BLM), Alaska Fire Service (AFS) is soliciting proposals to retrofit three outside air supply fans and install High Efficiency Filtration and Odor Removal Panel Air

Cleaners to support three Air Handling Units in building 1513 on Ft. Wainwright.

B. An AFS Audit cited aircraft exhaust is entering the AFS Dining Facility via the fresh air intake.

Aircraft exhaust concentrating within the facility is very noticeable and problematic for those working and eating within the facility. A study conducted by the BLM Architectural & Engineering Contractor, "Design Alaska" recommended installation of a filtration system to alleviate the problem

-- The current 4” pleated filter banks are not sufficient to eliminate or have a significate effect in the removal of aircraft exhaust fumes that are being pulled in from the outside air louvers while aircraft are sitting on the ramp area running.

2. General Requirements

A. The Contractor shall provide all equipment, materials, tools, and supervision as needed to complete the services that meet the technical requirements in this Statement of Work (SOW).

B. The Contractor shall be regularly employed in the business of installation, inspection, testing, maintenance, repair, of facility ventilation and air handling systems. The Contractor shall be a well-established business that has been in existence a minimum of five (5) years.

C. All materials and equipment incorporated into the project shall be new unless otherwise noted.

The Contractor shall transport and safeguard all materials including debris and equipment required for the work.

3. Administration

A. The Contractor shall not conduct any work that is beyond this scope of this contract unless directed in writing by the Contracting Officer (CO). Any work done by the Contractor beyond the scope of this contract without direction from the CO will be at the contractor's own risk and at no additional cost to AFS.

B. No work shall be initiated until the Contractor Officer issues the Contractor a Notice to Proceed

4. Responsibility of the Contractor

A. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all services furnished under this Statement of Work. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its services.

B. The Contractor shall verify that all materials installed provide an operational, dependable system that will operate as designed, at the completion of the project.

C. The AHU outside air intake louvres to be retrofitted:

1) Supply Fan 3 (SF-3) Pace A-22 AF SI Serial # 92-69136-01 CFM 9600

2) Supply Fan 4 (SF-4) Pace A-24 AF SI Serial # 92-69136-02 CFM 11,000

3) Supply Fan 5 (SF-5) Pace A-22 AF SI Serial # 92-69136-03 CFM 8600

D. At Projects end, the Contractor shall remove all project-related debris from the Army Post.

5. Work Requirements

A. The contractor shall be responsible for all required materials, equipment and personnel to manage, administer and supervise the project. All workmanship shall be of good quality and performed in a skillful manner as determined by the COR.

B. The new Cleaner Panels must meet the following minimum requirements: Dynamic Air Quality

Solutions P-2000 and P2000T or equivalent system.

1) Polarized-Media Electronic Air Cleaners with an active electrostatic field that polarizes a dielectric media.

2) It shall not ionize airborne particles or produce ozone.

3) The cleaner shall be able to remove 97%of the airborne particulates 0.3 microns.

4) Capture ultrafine particles, VOC’s and Odors.

5) Operate on 24 VAC.

6) Replaceable filter media shall be individual, disposable glass fiber “pillows” consisting of two ply of fiber glass with a conductive center screen of activated carbon mesh.

7) The glass fiber media must be fabricated from a constant filament so that any shed fibers are not respirable.

8) The glass fiber must have a minimum of a class 2 fire rating.

C. Install electrical circuits required to operate the new system. All electrical work must meet all applicable NEC requirements and ran in rigid conduit.

1) Provide a manually activated bypass switch that will

a. close the Air Handler Unit outside air make-up dampers,

b. open the recirculating air dampers to 100 percent open (for a period of 15 minutes).

2) Locate timer switch would be located at the operations desk located within building 1513 and integrated into the Johnson Controls system for proper operation.

6. End Results Required

A. Upon completion the Contractor shall turn over to the Government retrofitted air intake vents with polarized-media electronic air cleaners with an active electrostatic field that polarizes dielectric media capable of removing 97% of airborne particulates at 0.3 microns.

B. Warranty. All materials and workmanship shall be covered by the standard manufacture warranty of no less than one year from the installation acceptance date.

7. SITE VISIT:

A. It is recommended that the contractor shall inspect the site where the work is to be performed to fully understand the task and the conditions under which the work will be performed, and to satisfy themselves regarding general and local conditions that may affect the cost of contract performance.

B. Vendor failure to inspect the site shall not constitute grounds for a claim after contract award.

C. For an appointment, please call the Facility Manager, Timothy O'Brien at 907-356-5725.

8. Hours of Operation

A. Contractor work will occur from 8:00 AM – 4:00 PM, Monday through Friday, unless otherwise mutually agreed upon to extend the hours of work.

B. Contractor/Contractor employees will check in with Facility Manager, Building 1500, room 204, phone 907-483-3733 when arriving the first day to begin work for a mandatory safety briefing and again, at the end of the workday at Project completion.
