SMOKEJUMPERS KITCHEN
JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted.
-- The brand name justification is one brand among others that, for justifiable reason, is found to be most advantageous for the purpose of contract award.
1. Identification of the agency and the contracting activity:
Bureau of Land Management -Alaska Fire Service – Smokejumpers 24-hour Fire
Season Kitchen.
2. Nature and/or description of the action being approved:
The DeWils Cabinetry Edge 8 Flat Door. This action will ensure the new cabinet profile matches the profile of the existing cabinetry, and allow for the interchange of cabinetry hardware, reducing storage space and carrying costs.
3. A description of the supplies or services required to meet the agency’s needs
(including the estimated value):
Dewils Cabinetry Compton All Wood Flat Door Style of Maple Wood-species with a
Clear/Natural Standard Sheen
All Plywood Constructed Cabinet Boxes, Full Extension, Dovetail Drawers, Slab
Drawer Fronts w/ Soft-close Glides/Hinges
We have these exact cabinets in use in the Smokejumpers Building, and throughout the Fort Wainwright campus for the Alaska Fire Service. The cabinetry at the
Smokejumpers 24-hour Seasonal Kitchen was acquired prior to activation of the
Alaska Fire Service Smokejumper Building.
We do not anticipate the need to acquire additional cabinets, but need the symmetry between the cabinetry to allow for hardware common to all units, and to maintain the dimensional integrity of the kitchen's cabinet wall by ensuring the cabinets line up and do not overlap with the existing fixtures.
The DeWils Cabinetry can be purchased from any of DeWil distributers, so can be competitively acquired.
The basis of this estimate is from FDO's Design Alaksa quote from July, 2020. The work was never followed through on because AFS had no one in place to develop ccornell Reviewed and process PR's. To this estimate, we bring the estimate up to date by adding the cumulative inflation to the estimate.
Overall, the dollar experienced an average inflation rate of 4.81% per year between
2020 and today, resulting in a cumulative price increase of 20.68%. This means that today’s prices are approximately 1.21 times as high as average prices since 2020
The estimated price of this requirement for the cited cabinetry is $25,474.00 plus a cumulative price increase for inflation at 20.68% (2020 to 2024), so $25,474 x 1.21%
= $25,782.24.
4. Identification of Statutory Authority permitting other than full and open competition:
Statutory Authority permitting other than full and open competition is 41 U.S.C.
253(c), and FAR 11.105(a)(1), FAR 11.105(a)(2)(ii), and 13.501.
5. A demonstration that the proposed brand name possesses unique qualifications, or the nature of the acquisition requires use of the authority cited:
The Smokejumpers kitchen has these same cabinets already in place. Further acquisition of the same cabinets is needed to ensure the cabinets fit properly onto the wall to line up with the "backing" already in place behind the wall to ensure safe secure installation without the need to open up the wall and install new backing.
This saves additional money by eliminating the need to demo and re-install drywall.
The "DeWils Cabinetry Edge 8, Flat Door". Reduces inventory by the use of common cabinetry hardware. This action will ensure the new cabinet profile matches the profile of the existing cabinetry, and allow for the interchange of cabinetry hardware, reducing storage space and carrying costs. This profile is flat and free of surface characteristics that allow bacteria to grow, and overtime become health hazards, and also supports disinfecting the surfaces of viruses such as
COVID by simply wiping down the flat, nonporous surfaces.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) Subpart 5.2, and, if not, which exception under
5.202 applies:
Performed Market Research identifying multiple vendors who carry DeWils cabinetry and are capable of doing the work.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable, and the basis for that determination:
Any vendors who carry DeWils cabinetry and are capable of supplying them to the government are potential providers of the material we request.
8. A description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted:
We were successful in locating multiple vendors capable of providing the style of the requested DeWils cabinetry
9. Any facts supporting use of other than full and open competition FAR 6.303-2(a) (9)):
