Media Services Support Services (MSSS) Blanket Purchase Agreements (BPAs)
Interested Party Questions BLM Responses What is the expected frequency of production days per year? Is the expectation to hire staff full time and be on call or pay per shoot basis?
The expected frequency could vary widely from year to year and is based on project needs as they occur. There is no expectation to hire staff full time for any part of this RFQ.
I see livestream is mentioned but I do not see an example in the kits for a livestream kit?
That is correct. Livestreaming equipment if needed would be government furnished.
As Phoenix may have some crew limitations from time to time, what are the policies around traveling crew into town if necessary?
There is no requirement that crews be local. If travel is required for a particular BPA Call then it will be included and evaluated prior to Call award.
How many rooms are we talking about. 1 main broadcast type set? Are there any other room we would be doing production in?
Productions could take place from any studio or meeting space at the NTC or remotely.
Does each volume need to be its own PDF/Word document, or should all volumes be in a single PDF/Word document? Is there a preferred document type (PDF or Word)?
In accordance with the solicitation, Section 4:
Addendum to FAR 52.212-1, the quote shall consist of four (4) separate volumes. As long as the volumes are clearly separated, it will mee this requirement. There is no preference between word and PFD.
Per paragraph E on page 64: since this is an RFQ and not an SOW for a specific studio or location production with specific technical and personnel requirements, is the BLM instead looking for specific & detailed descriptions of each crew member / kit package that is being asked for? Or, can we list each role description "as per the description listed in the BLM RFQ"?
The BLM will not provide further guidance on how the interested parties should structure their technical quote outside of what is included in the solicitation.
How much lead time, on average, does the BLM provide per project?
It is anticipated that average lead time would be 30 days or more.
Are half days a requirement for some projects? Across the U.S. and including all of Arizona, all of our crew members operate on a full/standard 10-hour day rate and generally do not accept half day projects. If we do not offer half days to the BLM, will our bid be disqualified?
The BLM requires that all spreadsheet slots be completed to be considered a completed RFQ package.
The kit we provide alongside our crew come from various global manufacturers including the U.S., Japan, South Korea, and Germany.
Do we need to list out the countries of origin for a specific kit even if they don't come from countries such as North Korea, Iran, Sudan, etc?
Quoters must ensure compliance with all clauses and provisions included in the RFQ.

Per bullet d. under section Volume II on page 65 of the RFQ: are resumes for key personnel required as this is an RFQ and not a specific SOW with specific technical requirements?
We cannot guarantee the availability of any one particular crew member or member(s) per project, but can certify that any crew we would supply for the BLM would meet all listed requirements in the RFQ. We can list experience level for each key personnel that can be provided.
The RFQ requires resumes for key personnel so the quoter can to demonstrate access to qualified personnel. If the quoted personnel is not available after an award is made and a real-world requirement is solicited, then the quoter would replace that individual with an equally-qualified individual.
Throughout the RFQ, crew members are referred to as "employees." Does the BLM require all crew members to be hired and paid as employees (and therefore we would pay our share of their federal/state taxes, unemployment, etc), or would we be able to hire crew as independent contractors?
The BLM will not dictate how a quoter structures their hiring or crewing.
Are you already working with an incumbent on this contract?
There is no contractor currently completing the work required under this RFQ.
