Solicitation 140L0122Q0004
File Inventory and Management System
November 9, 2021
1. What are the details of the pickup and the drop off location?
A. The files are currently located at 5275 Leesburg Pike, Falls Church, VA 22041 and will remain in this building. The files are located on the first floor and will need to be moved approximately 100 yards to a new storage room.
2. On page 24 of the Solicitation, under the subheading “Factor 3 - Price”, it states: “Offeror must complete the price schedule in Attachment B and indicate a cost for the required services.” However, there is no Attachment B included within the solicitation or in the “Attachments/Links” section of the listing on SAM.
A. There is no attachment B. the wording should have been removed. Please submit your price quotation separate from your technical proposal.
3. Will you provide number of boxes and size?
A. There are approximately 320 cubic feet of files.
4. On Page 19 of the Solicitation, Section 3.0, the Period of Performance is listed as “Approximately six weeks from the notice to proceed.” Should this be interpreted to mean the work must be completed within six weeks or begin within six weeks?
A. The work should be completed within six weeks of the notice to proceed. Our goal is to have the project completed by the end of February, but the start date is contingent of having new cabinets installed so we can't give an exact start date right now. We're estimating that the project should take six weeks once work begins.
5. Is there any requirements on team who would be moving the files such a clearance required or citizenship?
A. When requested by the BLM, the Contractor must furnish the names, addresses, dates and place of birth, and citizenship of their personnel engaged in performing said services. Personnel will be escorted by BLM staff during the performance of any work that requires the Contractor to be on site.
Vendors must be U.S. Citizens or legally eligible to work in the United States. A background investigation may be required.
6. Will there be a contractor site visit?
A. Vendors may request a site visit. Please contact Frank Palmer | fpalmer@blm.gov and you will be contacted by BLM staff to coordinate.

7. What will be the working hours at the BLM-ES facility from Monday to Friday?
A. Specific times will be coordinated with on-site BLM personnel but will be sometime between the hours of 7:00 am to 4:00 pm, Monday through Friday.
8. How many full-time employees does the government prefer to help support this project?
A. The BLM has no preference, this will be determined by then vendor and based on the requirement to complete the project within six weeks of the notice to proceed.
9. Will you please clarify what is meant by “new storage solution” mentioned in SOW 5.1?
A. File Cabinets
10. Will the government consider extending the due date?
A. Yes. The BLM will extend this solicitation. Responses are now due by 3:00 pm Mountain Time on
Monday, November 29, 2021.
