Performance Work Statement

Background:

The National and Global Petroleum Assessment Project (NAGA) of the Department of the Interior (DOI), U.S. Geological Survey (USGS), Central Energy Research Science Center (CERSC) at the Denver Federal Center, Lakewood, CO, requires assistance with (1) Project Geographic Information System (GIS) support, and (2) preparation of graphics for presentations and online or print publications in support of Congressionally-mandated oil and gas assessments of priority geologic provinces in the U.S. and World. The assessments are included within the mandatory line items in the Congressional budget as well as the Energy Policy and Conservation Act of 2000 (EPCA 2000) and the Energy Policy Act Amendments of 2005 (EPCA 2005).

Geology Reviews, Assessment Meetings, and Publications of priority domestic and international provinces are ongoing and continuous processes throughout the term of the contract and represent a stepwise process for the accurate reporting of undiscovered petroleum resources.

Each petroleum assessment is conducted within a geologically defined province. The NAGA Project is responsible for priority assessments within domestic and international provinces. Each year the NAGA Project develops a work plan to assess a list of priority provinces, but the list can be added to through unforeseen Congressional and other priority requests. The NAGA Project anticipates an average workload of 30 province assessments per year, each of which requires GIS support and Graphics support.

Each assessment must be published through a formal USGS process. Publications range from USGS Fact Sheets and Data Releases to major geologic reports and maps, published both within and outside the USGS. An important aspect of the process is the presentation of the geologic models and results at briefings, conferences, and other venues by power point or poster format. All types of publication require a certain level of Graphics support. The NAGA Project anticipates an average of about 30 publications per year.

Assessment Definition and Methodology:

The assessment methodology of the USGS relies on geologic principles and begins with the total petroleum system concept. The geologic elements of a total petroleum system include hydrocarbon source rocks (source rock maturation, hydrocarbon generation, and migration), reservoir rocks (sequence stratigraphy, petrophysical properties), and hydrocarbon traps (trap types, formation, and timing). Using this geologic framework, the USGS defines total petroleum systems (TPS) and assessment units (AU) within these TPSs and quantitatively estimates the undiscovered oil and gas resources within each of the AUs.

For each province in the United States (or international province) that is to be assessed, the USGS defines conventional and continuous oil and gas resources. Conventional oil and gas accumulations are defined as discrete geographic entities with well-delineated hydrocarbon/water contacts. Conventional gas fields typically have relatively high matrix permeabilities, obvious seals and traps, and high recovery factors. Continuous accumulations (also called unconventional, tight sandstones, or basin-centered accumulations), based on the geologic model used by the USGS, are regional in extent;

have diffuse boundaries; commonly have low matrix permeabilities; may not have obvious seals, traps, or hydrocarbon-water contacts; are abnormally pressured; are in close proximity to source rocks; and have very low hydrocarbon recovery factors. Continuous accumulations commonly have transition zones that grade into more conventional oil and gas accumulations.

The USGS estimates the mean and range of gas in trillion cubic feet of gas (TCFG), the mean and range of oil in million barrels of oil (MMBO), and the mean and range of gas liquids in billion barrels of total natural gas liquids (BBNGL) found in the TPSs and AUs. All resource estimates are required to be first published in USGS Fact Sheet format, with an accompanying USGS Data Release. These are followed by formal geologic reports and maps, for publication within and outside of the USGS.

Scope:

Task 1: The contractor shall perform the following GIS-related support requirements for each ERP oil and gas assessment.

Task 1.1: Access, query, collate, and display all required surface and subsurface oil and gas information and data by accessing the proprietary S&P, Nehring, and GeoMark and other databases; Scan or digitize maps or data layers provided by the Project Chief or Project personnel as required for each assessment, including but not limited to geology, geologic structure, isopach maps, cross sections, structure contour maps, thermal maturation maps, bathymetry, land-use maps, overlays, province and basin boundaries, total petroleum system (TPS) and assessment unit (AU) boundaries.

Task 1.2: Finalize all map boundaries following the Geology Review Meeting; digitally allocate all oil and gas data to each AU; calculate allocations required for each assessment, including allocations to countries, states, provinces, assessment units, land classification (Federal, private, state, tribal, other lands); all classes of Federal lands, and ecosystems.

Task 1.3: Utilize the cloud-based storage and archive system as per CERSC requirements, in addition to ongoing storage within CERSC servers.

Task 1.4: Provide all GIS files to Graphics as preparation for publication in USGS publication series or for non-USGS publications; prepare maps required for Fact Sheets, Data Releases (and metadata), briefings, presentations, and other USGS and non-USGS publications as required by Project Chief.

Task 2: The contractor shall perform the following graphic-related requirements for each ERP assessment:

Task 2.1: Prepare graphics files of all types (maps, re-drafting of scanned images, measured sections, well logs, seismic data, among others) for geology review power-point presentations, assessment power-point presentations, requested briefings, conference presentations, and USGS and non-USGS publications (web-based, online, paper).

Task 2.2: Prepare large-format paper or online poster presentations for display at in-house, local, regional, national, or international scientific meetings or briefings; and prepare assessment-related resource summary bubble maps, tables, and graphics for online presentation and congressional requests.

The contractor shall collaborate with Project Chief to understand the needs and urgency of the Project via telephone, written media, email, and verbally during scheduled weekly face-to-face meetings. During collaboration with the Project Chief, all deliverables are reviewed for quality to meet acceptable standards.

Deliverables to the Project Chief have a wide range from digital data sets to finalized maps/figures for publications.

General:

The National and Global Petroleum Assessment Project of the Central Energy Research Science Center, U.S. Geological Survey, conducts research on the occurrence and assessment of petroleum resources in priority basins of the United States and the World. This work requires the accumulation, reduction, and interpretation of a vast amount of surface and subsurface information required for the quantitative assessment of oil and gas resources of each basin. GIS applications provide a platform upon which these data are collected, displayed, and published as background for each assessment, as well as providing a foundation for each quantitative assessment, and for communication of research findings to other federal agencies and to the public.

The contractor shall provide technical knowledge of GIS and graphics required by the NAGA Project to allow the scheduled completion of and publication of quantitative oil and gas assessment of each priority basin.

Training:

The Contractor shall provide adequately trained personnel to perform the services to the described standards.

The Contractor will be allowed to use Government computer programs to complete mandatory Government Federal Information Systems Security Awareness (FISSA) training.

The Contractor shall obtain approval for any additional special training from the Technical Contracting Officer’s Representative (COR) and the Contracting Officer (CO) prior to the contractor’s employee(s) attending such training.

Training that has not received prior approval shall not be reimbursed.
