About this file

This document is a Questions and Answers (Q&A) file for a federal contract solicitation involving the procurement of a specialized trailer for the USGS Alaska Volcano Observatory. The trailer must have a minimum 9,500-pound Gross Vehicle Weight Rating (GVWR) with approximately 6,800 pounds of internal payload capacity, interior dimensions of at least 8 feet by 14 feet (measured as usable interior space, excluding V-nose configurations), and exactly 7 feet of clear interior height. The roof must be rated for a minimum of 20 pounds per square foot (PSF) snow load capacity suitable for Alaskan winter conditions, supported by the manufacturer's written rating. The trailer requires a rear door with a minimum 7-foot opening height and must include at least six tie-down points distributed across the floor, each rated for 4,000 pounds capacity. Loading will occur from outside the trailer using a forklift.

Delivery is FOB Destination to USGS Alaska Volcano Observatory at 4230 University Drive, Anchorage, Alaska 99508, or alternatively to the warehouse at 4831 Old Seward Highway, Suite 108, Anchorage, during standard business hours. The Government confirmed that delivery may occur at the Anchorage port as an alternative. The delivery deadline is December 31, 2026, but earlier delivery is acceptable. The trailer must be manufactured in the USA by an American business. Quotations should be submitted to tracy_huot@ios.doi.gov. The Government clarified that GVWR ratings higher than 9,500 pounds (such as 9,990 or 10,000 pounds) are acceptable provided the usable payload meets or exceeds 6,800 pounds, and standard commercial forklift loading from outside the trailer is permitted without specialized floor reinforcement requirements.

Q1. GVWR: The specifications state, “Must have a GVWR of 9500 lbs with an internal payload of ~6800 lbs or more.” Is 9,500 lbs a minimum GVWR? Would a trailer with a 9,990-lb GVWR be acceptable, provided it meets the approximately 6,800-lb payload requirement?

A1. Yes

Q2. Dimensions: Is the “8′ × 14′ minimum” requirement an exterior dimension or an interior dimension?

A2. Interior

Q3. Roof snow load: The specifications require the roof to be “rated for Alaskan snow loads in winter.” What minimum roof snow-load rating, in pounds per square foot (PSF), would the Government consider compliant?

Q3. 20 PSF

Q4. FOB terms: Block 7 of the SF-18 states FOB Destination, and the schedule requires shipping cost to the delivery site, but clause 52.247-29, F.o.b. Origin, is incorporated by reference. Please confirm that delivery is FOB Destination to USGS Alaska Volcano Observatory, 4230 University Drive, Anchorage, AK 99508.

A4. This is FOB Destination. Please ignore the 52.247-29, F.o.b. Origin.

Q5. Forklift loading: Will the forklift remain outside the trailer during loading, or must it enter the trailer? If entry is required, please provide the maximum loaded forklift weight and any required floor or axle-load rating.

A5. It will load from the outside.

Q6. Internal height: The specifications state both “>7′ of internal headroom” and “7′ internal minimum height.” Is exactly seven feet of clear internal height acceptable, or must the interior height exceed seven feet?

A6. Exactly 7’ is acceptable.

Q7.Page 9 incorporates FAR 52.219-33. Please confirm whether the Nonmanufacturer Rule applies to this acquisition, given the estimated-value exemption for ordinary small-business set-asides in FAR 19.505(a)(1) and 13 CFR 121.406(c). If the clause applies, please identify any applicable waiver; if not, will the solicitation be clarified or corrected?

A7. Please provide the country of manufacture on your quote. The item shall be manufactured in the USA by an American business.

Q8. Is 9,500 lb GVWR an exact requirement, a minimum, or a target? Would a 9,990/10,000 lb-rated unit be acceptable if its as-delivered payload is at least approximately 6,800 lb?

A8. A minimum

Q9. Please reconcile the greater-than-7-ft internal headroom requirement with the separate 7-ft minimum. Is there a required rear-door opening height/width?

A9. Rear door height should be minimum 7’

Q10. What numerical snow-load rating and manufacturer/engineering evidence are required? Is there a specified tiedown capacity or test standard for the greater-than-4,000-lb loads?

A10. 20 PSF or better for snow load, Tie down capacity should be 4000 lbs

Q11. The cover shows FOB Destination, while 52.247-29 FOB Origin is listed. Please confirm the governing delivery/risk term and whether the delivered final total is the intended evaluation basis.

A11. See question 4.

Q12. Please confirm tracy_huot@ios.doi.gov is the correct address for questions and quotation submission; the SAM notice lists thuot@usgs.gov.

A12. The DOI email is correct.

Q13. GVWR and payload: Is 9,500 pounds an exact GVWR requirement or a minimum?

Would a 9,990 or 10,000 pound GVWR trailer be acceptable if its usable payload, including all installed options, is at least 6,800 pounds?

A14. 7’ is acceptable

Q15 Dimensions: Does the 8 × 14-foot minimum refer to usable interior dimensions or nominal exterior/body dimensions? If the trailer has a V-nose, may that space count toward the required length?

A15. No – V nose doesn’t count doesn’t count toward interior usable space.

mailto:tracy_huot@ios.doi.gov mailto:thuot@usgs.gov

Q16 Roof snow load: What minimum numerical snow-load rating is required, and what supporting evidence is acceptable; for example, a manufacturer’s written rating or an engineering certification?

A16. Manufacturers written rating.

Q17. Loading and tie-downs: Are there minimum rear-door opening dimensions, floor point-load requirements for heavy equipment, or required tie-down quantities and working-load ratings?

A17. 4000 lb tie down ratings. Must have at least 6 tie down points distributed on the floor.

Q18 Shipping terms: The RFQ requires shipping to Anchorage to be included in the quote, but also incorporates FAR 52.247-29, FOB Origin. Please confirm which term governs, who arranges and pays for transportation, and whether the contractor is responsible for delivery through arrival at the specified Anchorage address.

A18. Already answered.

Q19 Nonmanufacturer rule: FAR 52.219-33 is incorporated. Please confirm whether this requirement applies to this acquisition or whether an exception or SBA waiver applies. If it applies, please confirm that a small-business reseller may supply a trailer made in the United States by a qualifying small-business manufacturer.

A19. Already answered.

Q20 Delivery date: Must the trailer arrive at the Anchorage delivery address by December 31, 2026, and is that deadline firm o could delivery be sooner?

A20. Yes it can be sooner.
