About this file

This is a Request for Quotation (RFQ) for radiocarbon analysis services issued by the U.S. Geological Survey (USGS) Pacific Coastal & Marine Science Center (PCMSC) in Santa Cruz, California. The solicitation seeks to procure accelerator mass spectrometer analysis of approximately 214 organic samples (plant fragments, bulk peat, and charcoal) ranging from 1-10 mg in size from sediment cores collected along the U.S. West Coast and Alaska. The analysis will support tsunami and earthquake recurrence studies critical to USGS National Seismic Hazard Maps. Quotes must be submitted electronically to elizabeth_adam@ios.doi.gov no later than August 18, 2026, at 10:00 a.m. Eastern Daylight Time, with a delivery deadline of August 18, 2026. The estimated period of performance runs from September 30, 2026, through October 1, 2029.

The RFQ applies NAICS code 541380 (Testing Laboratories and Services) with a $19.0 million size standard and Product/Service Code R405. This is a full and open competition not set aside for small businesses, and all work must be performed at the contractor's laboratory. Required measurements include D14C, fraction modern, uncalibrated 14C age, and 1-sigma error assessments, reported according to international radiocarbon standards. The analyzing facility must demonstrate high precision/accuracy (2‰ or ±15 years for samples less than approximately 11,000 years old) and capability to analyze samples as small as 15 micrograms of carbon. Evaluation criteria include experience, technical capability, past performance, and price, with non-price factors weighted as somewhat more important than price. Deliverables consist of electronic reports detailing analytical results and methodologies. The contract is subject to Service Contract Labor Standards, prevailing wage requirements, and DOI scientific integrity policies.

STATEMENT OF WORK

I. GENERAL INFORMATION

A. Introduction

The USGS Coastal and Marine Geohazards of the U.S. West Coast and Alaska project in the Pacific Coastal and Marine Science Center (PCMSC) requests radiocarbon (14C) analysis of organic samples from sediment cores. Radiocarbon (14C) dating of fossil material is a key aspect of geoscience, particularly during the Holocene Epoch (e.g., the last 11,500 years). This process uses the natural radioactive decay of 14C to 12C in preserved organic matter as a geochronometer for determining the age of deposition of geological units. The analysis of 14C decay is the basis for constructing an age scale for a geological record and thus is one of the most important analyses performed in marine sedimentary stratigraphy.

B. Background

Samples from the sediment samples collected at key sites along the U.S. West Coast and Alaska are used to refine the tsunami and earthquake recurrence along active plate boundaries and fault systems. These data are a critical component of USGS National Seismic Hazard Maps, which provide hazard and risk assessment to millions of people in population centers in the Pacific Northwest, California, Alaska, and Hawai’i. This task is fully within the purview of the USGS mission for the Coastal and Marine Hazards and Resources Program, the Earthquake Hazards Program, and is a critical component of USGS Marine Geohazards research.

C. Scope

To provide 14C analysis of two hundred and fourteen (214) samples (mostly plant fragments) from sediment acquired in cores and other paleoseismic sites. These results will be used to assess and refine the ages of coastal and lacustrine stratigraphy, both subaqueous and subaerial. Age models will use the 14C results to build reconstructions of sea level over the past several thousand years and will improve age constraints and correlation of event deposits along active continental margins that are critical to developing a more robust earthquake history. This ultimately improves our ability to predict the likelihood of future earthquakes and tsunamis.

II. WORK REQUIREMENTS

A. Technical Requirements.

The following technical requirements apply to this SOW for 14C analysis:

1. Submitted samples will be plant fragments, bulk peat, and charcoal on the order of <1 to

10 mg sizes.

2. Analyses shall be performed using an accelerator mass spectrometer.

3. Required measurements will include D14C, fraction modern, and an uncalibrated 14C age.

Errors will be assessed at the 1-sigma level for each measurement.

4. Analyses should also account for matrix-specific background corrections and δ13C normalizations, as deemed appropriate.

5. All measurements will be reported according to the international radiocarbon standard, as set forth in Stuvier & Polach (Radiocarbon 29, 1977, 355-363).

6. The analyzing facility needs to be capable of producing high precision/accuracy (2‰ or ±15 years on samples less than ~11,000 years old), and the capability to analyze samples as small as 15 µg of carbon

Criteria for acceptance will include a detailed table of results as indicated in #3 above (including reporting of analytical errors), as well as a description of the methods used.

B. Deliverables.

Deliverables for this work will include:

1. An electronic report detailing the D14C, fraction modern, and an uncalibrated 14C age for each sample, as well as an assessment of the 1-sigma error.

2. An electronic report detailing methods of analysis.

3. Estimated delivery date for the final set of analyses is 01 October 2029 to SeanPaul La

Selle and Danny Brothers (Person of Contact; slaselle@usgs.gov, office: 831-460-7574).

III. SUPPORTING INFORMATION

A. Place of Performance:

Vendor’s Laboratory, TBD

B. Estimated Period of Performance:

30 September 2026 – 01 October 2029.

C. Government Furnished Property (GFP): none

D. Special Considerations: none
