About this file
Statement of Work Summary
This is a Statement of Work from the U.S. Geological Survey for the lease of a Remotely Operated Vehicle (ROV) and trained crew to support seafloor geodetic operations offshore northern California in the Cascadia subduction zone. The operations involve re-occupying and re-batterying an existing seafloor geodetic benchmark at approximately 3,100 meters water depth. The work is scheduled for calendar year 2027 (potentially spanning the FY26/FY27 budget year) and will be conducted aboard the University-National Oceanographic Laboratory System (UNOLS) vessel R/V Roger Revelle or a similar vessel as part of National Science Foundation (NSF) cruises led by Scripps Institute of Oceanography (SIO).
The ROV must be a U.S.-operated, working-class vehicle capable of operating at 3,000-3,500 meters water depth and deployable from the R/V Revelle. The vehicle must be able to lift approximately 200 pounds, securely transport a GNSS-A transponder to the seafloor, and precisely install it onto an existing benchmark base plate. A heavy-lift sled is required for transporting transponders. Crew must possess specific experience with seafloor geodetic installation using ROVs and precise seafloor benchmark re-occupation using monuments designed and operated by Scripps Institute of Oceanography. The contract award will not be determined solely by cost; evaluation criteria include experience with scientific work, workspace accommodations, equipment deployment methods, and ability to operate on similar platforms.

Statement of Work
The U.S. Geological Survey has a requirement for a lease of a Remotely Operated Vehicle (ROV) and trained ROV crew to support the re-occupation and re-battery of an existing seafloor geodetic benchmark at ~3100 meters water depth offshore northern California and the Cascadia subduction zone. The planned operations are as an add-on to currently funded National Science Foundation (NSF) cruises led by partner Scripps Institute of Oceanography (SIO). The operations are scheduled to occur in calendar year 2027 (potentially spanning the FY26/FY27 budget year) aboard the University-National Oceanographic Laboratory System (UNOLS) vessel R/V Roger Revelle or similar, with specific sailing schedules to be determined.
Vessel Operational Specifications to be provided to USGS
1. Name and detailed description of the vessel to be used under this contract
Vessel Requirements
1. The vehicle must be a U.S.-operated, working class Remotely Operated Vehicle
(ROV)
2. The vehicle must be able to work at 3000-3500 m water depth
3. The vehicle must be able to be deployed from the UNOLS vessel, R/V Revelle
4. The vehicle must be able to lift ~200lb GNSS-A transponder, securely transport the transponder to the seafloor, and precisely install onto an existing benchmark base plate on the seafloor.
5. The vehicle requires a heavy-lift sled essential for transporting transponders to the seafloor with the ROV
Crew Requirements
1. Crew must have experience specifically with seafloor geodetic installation using an
ROV
2. Crew must have experience with precise seafloor benchmark re-occupation using monuments designed and operated by Scripps Institute of Oceanography
The contract award will not be determined solely by cost alone. Experience in this type of scientific work, workspace accommodations, method of deployment of equipment, and ability to operate equipment on similar platforms will be considered.
