STATEMENT OF WORK
1. Background The U.S. Geological Survey (USGS) requires contractor support for endangered black abalone (Haliotis cracherodii) monitoring at San Nicolas Island (SNI), California. San Nicolas Island hosts one of the remaining populations of endangered black abalone. Long-term monitoring has been conducted to track population trends, habitat conditions, recruitment, and other ecological information relevant to species recovery and Federal Endangered Species Act compliance. The monitoring effort supports USGS scientific mission requirements and U.S. Navy readiness and environmental compliance interests. Monitoring activities require coordination with USGS and Navy access procedures, work in remote and physically demanding intertidal environments, and specialized scientific field experience.
2. Objective The objective of this requirement is to obtain contractor scientific field support, data collection support, equipment readiness support, data management support, and trip reporting support for USGS-led black abalone monitoring activities at San Nicolas Island. The Contractor shall support, but not independently control, USGS-led monitoring missions. USGS personnel will work alongside contractor personnel during monitoring trips and will serve as field technicians and logistics coordinators.
3. Scope The Contractor shall provide scientific field support for up to five (5) black abalone monitoring trips per year.
Each monitoring trip is anticipated to last approximately four (4) to five (5) days and will include intertidal fieldwork, equipment readiness activities, data recording, data entry, data organization, issue identification, and preparation of trip summary documentation. The Contractor shall coordinate with the USGS Technical Liaison or designated USGS personnel. The Contractor shall not coordinate directly with U.S. Navy personnel for access approvals, transportation, lodging, or billeting unless expressly directed in writing by the Contracting Officer or designated USGS representative.
4. Period of Performance Reference date on standard form.
5. Place of Performance Performance will occur primarily at the following locations:
• San Nicolas Island, California, 93042.
• Contractor facility or remote work location, as appropriate, for data entry, data review, trip report preparation, and administrative coordination.
6. Applicable Documents and References The Contractor shall comply with applicable written guidance provided by USGS, including the following documents, as applicable:
• Standardized Black Abalone Monitoring Protocol.
• USGS field safety guidance applicable to the monitoring effort.
• U.S. Navy access, safety, lodging, transportation, and operational requirements communicated through
USGS.
• USGS data templates, report templates, and data submission standards, to be provided upon award.
140G0326Q0146 PR0044050078 Black Abalone Monitoring Services Page 6 of 15
• Base Access Form and ATA Form for air travel on Navy aircraft. The technical liaison will provide the required forms.
7. Government and Contractor Roles
7.1 Government Role
USGS will lead the monitoring missions and coordinate directly with the U.S. Navy for access approvals, island transportation, lodging/billeting, and mission schedule coordination unless otherwise specified in the award.
USGS personnel will participate in monitoring trips and are anticipated to serve as field technicians and logistics coordinators.
7.2 Contractor Role
The Contractor shall provide qualified scientific field support and related technical services in accordance with this SOW. Contractor personnel shall support USGS-led monitoring efforts and shall comply with USGS-provided protocols, safety requirements, access requirements, schedule direction, and deliverable requirements.
8. Monitoring Trip Scheduling Monitoring trips are anticipated to occur during the winter survey window, generally January through April.
Survey timing is driven by tidal conditions, weather, sea conditions, Navy operational requirements, transportation availability, and access restrictions. Anticipated survey windows will be determined in advance to the extent practicable.
Schedule changes may occur due to weather, sea conditions, tidal conditions, transportation limitations, Navy operational requirements, or access restrictions. Postponed or cancelled monitoring trips shall be rescheduled within the winter survey window to the extent practicable.
9. Contractor Tasks
9.1 Pre-Trip Planning and Preparation
The Contractor shall support pre-trip planning with USGS. Activities may include reviewing survey schedules, confirming personnel availability, preparing field equipment, reviewing protocols, and providing contractor personnel information or documentation needed for USGS-facilitated access processing.
9.2 Field Survey Support
The Contractor shall support standardized black abalone monitoring activities at established monitoring sites on San Nicolas Island. Field activities may include identifying and recording black abalone observations, demographic data, spatial data, site conditions, habitat information, and other information required by the USGS monitoring protocol.
9.3 Data Recording and Data Management
The Contractor shall record, enter, organize, and review field data in accordance with USGS-provided formats and protocols. The Contractor shall flag data inconsistencies, missing information, apparent errors, or field anomalies for USGS review. Data formats will be provided upon contract award.
9.4 Equipment Readiness and Maintenance Support
The Contractor shall inspect, prepare, maintain, and document readiness of field equipment required for monitoring trips. The Contractor shall notify USGS of missing, damaged, unsafe, or nonfunctional equipment before field deployment when practicable.
9.5 Reporting
The Contractor shall prepare and submit trip summary reports in accordance with Section 15.
140G0326Q0146 PR0044050078 Black Abalone Monitoring Services Page 7 of 15
10. Travel, Transportation, Lodging, and Meals USGS will fund contractor lodging, transportation, and meals in accordance with the contract terms and applicable GSA rates, as applicable.
USGS will pay travel, lodging, and meals throughout the trip. There will be one overnight stay in a mainland hotel at approved USGS rates on either end of the trip. This will not include standard meal per diem for those mainland hotel nights unless otherwise authorized in the contract.
When on San Nicolas Island, the Contractor will stay in the military hotel on island. Meals will be provided by the crew through advance shopping by USGS and group meal preparation. Although there is a cafeteria on island, cafeteria hours often overlap with abalone survey hours. Dietary restrictions will be accommodated to the extent practicable. The Contractor will not need a vehicle on island. The crew will hike to the monitoring sites.
The Contractor is responsible for securing transportation from the Contractor's origin to the applicable naval installation or other Government-designated departure location. Reimbursement or payment for such travel shall be handled in accordance with the contract terms and applicable travel authorization procedures.
11. Navy Access, Security, and Island Requirements Contractor personnel shall not travel to or attempt to access San Nicolas Island unless access has been approved by the Government. The Contractor is responsible for providing all personnel information and documentation required to support Government-facilitated access processing.
Approval for access to San Nicolas Island is a condition of performance. If the Government, U.S. Navy, or other authorized official denies access to a Contractor employee, subcontractor, or proposed replacement personnel, that individual shall not perform work requiring access to San Nicolas Island. The Contractor remains responsible for performing the contract requirements and shall promptly provide acceptable replacement personnel, if necessary. Failure to provide personnel who are approved for access and capable of performing the required services may be treated as a failure to perform in accordance with the terms and conditions of the contract, including any applicable termination provisions.
12. Safety and Field Conditions Fieldwork will occur in remote, rugged, physically demanding intertidal environments and may involve exposure to wet conditions, uneven terrain, tides, weather, and other field hazards.
