About this file

This is a Statement of Work for bird monitoring services to support the USGS Alaska Science Center's Seabird and Forage Fish Ecology Program research in Lower Cook Inlet, Alaska. The work builds on decades of research examining seabird populations and demographics, with particular focus on understanding the impacts of the Pacific marine heatwave and subsequent seabird die-offs on population resilience in a region with active oil and gas development. The contractor must fulfill specific requirements including recapturing Common Murres previously tagged with geolocator tags in 2024 to retrieve movement data, conducting index and monitoring surveys for Common Murres and Black-legged Kittiwakes at various breeding stages, deploying and removing remote nest monitoring cameras at Common Murre nesting sites, and preparing a comprehensive summary report of the 2023-2026 Common Murre survival study with data summarization, proofing, and metadata documentation for public data release.

The period of performance runs from June 15, 2026, through June 14, 2027. The contractor bears full responsibility for all travel to and from the remote islands, acquisition of required permits, lodging, and all associated costs. The related Notice of Intent indicates the USGS intends to award this contract to Fish Story LLC of Cordova, Alaska as a single-source award under FAR Part 12 (Commercial Products and Services), with the NAICS code 541715 (Research and Development in the Physical, Engineering and Life Sciences). Interested parties may submit capability statements by May 22, 2026, at 8:00 PM Pacific Daylight Time to Anthony_berry@ios.doi.gov, though the government retains sole discretion regarding competition.

Statement of Work

Background The USGS Alaska Science Center (ASC) Seabird and Forage Fish Ecology Program has been leading research in Lower Cook Inlet, Alaska since the 1990’s. As the science support agency for DOI management agencies, there is a need for USGS to obtain information about seabird populations and demographics to fulfill legal responsibilities to monitor and conserve all migratory birds, including seabirds, under the Migratory Bird Treaty Act. This is especially important in regions like lower Cook Inlet, where there are active oil and gas leases. In lower Cook Inlet, we have the unique opportunity to investigate effects of the Pacific marine heatwave and subsequent seabird die-offs on seabird populations and demographics at these colonies. Planning for resilience of seabird populations to development or other perturbations in the future will be enhanced by knowledge of seabird population trends, movement, and demographic rates. To continue the monitoring efforts required to inform management of responsibilities in the region, we will contract experts who can conduct the work safely and effectively.

Requirement:

*The attempted recapture of Common Murres previously (2024) tagged with geolocator tags to remove tags from birds and retrieve movement data.

*Index and monitoring data for Common Murres and Black-legged Kittiwakes at different stages of breeding to assess population change over time.

*Deploy and remove remote nest monitoring cameras at Common Murre nesting areas.

* Write a summary report about the 2023-2026 Common Murre survival study.

*Summarize and proof data from the 2023-2026 Common Murre survival study, including summarizing methods and metadata for inclusion into a data release.

Task:

· Provide services/access as described in “Requirements”.

Deliverables: Services/requirements are available during the period of performance.

Vendor responsible for all travel to and from islands, obtaining required permits, lodging costs and all other costs associated with performance on this contract.

Period of Performance: June 15, 2026, through June 14, 2027.
