About this file

This is a Notice of Intent for a sole source procurement issued by the U.S. Geological Survey (USGS) Western Fisheries Research Center. The agency intends to award a contract to Biomark, LLC, located at 705 S. 8th Street, Boise, Idaho 83702, for Passive Integrated Transponder (PIT) tag detection equipment. The required equipment includes submersible rigid PIT tag antennas, submersible receiver nodes and detection electronics, submersible battery systems and battery chargers, and associated components for deployment and operation. The equipment will support fisheries monitoring activities, specifically juvenile salmon movement monitoring during seasonal outmigration studies in the Klamath River basin. Delivery is required to Cook, Washington. The procurement is classified under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees, and PSC 2060 (Commercial Fishing Equipment).

The justification for sole source award under FAR 13.106-1(b)(1) is based on equipment compatibility requirements with existing PIT detection infrastructure already deployed in monitoring arrays. Biomark manufactures and sells the required equipment directly without using distributors or resellers, making it the only reasonably available source capable of meeting the Government's specifications. Interested parties may submit a capability statement demonstrating their ability to provide compatible equipment by the closing date specified in the notice. Capability statements must be submitted electronically to Contracting Officer Joel Berberena at jberberena@usgs.gov. The Government reserves the right to conduct a competitive procurement based on information received, though such determination remains solely within Government discretion.

NOTICE OF INTENT

This is a notice of intent to solicit from a single source.

This notice of intent is issued in compliance with the Federal Acquisition Regulation (FAR) Subpart 5.2. It is not a request for competitive proposals, but rather an announcement of the U.S. Geological Survey (USGS) Western Fisheries Research Center's intent to enter into a sole source procurement contract with Biomark, LLC.

PURPOSE

The U.S. Geological Survey Western Fisheries Research Center requires procurement of Passive Integrated Transponder (PIT) tag detection equipment including submersible antennas, receiver nodes, battery systems, and associated components to support fisheries monitoring activities.

The requirement supports monitoring of juvenile salmon movement during seasonal outmigration studies conducted in the Klamath River basin. The equipment will be deployed as part of an existing PIT detection monitoring array used to collect fish movement data.

The requirement includes:

• Submersible rigid PIT tag antennas

• Submersible receiver nodes and detection electronics

• Submersible battery systems and battery chargers

• Associated components required for deployment and operation

Delivery is required to Cook, Washington.

JUSTIFICATION

The requirement involves procurement of PIT tag detection equipment that must be compatible with PIT detection infrastructure currently deployed within monitoring arrays supporting fisheries monitoring operations.

The requirement must interface with and operate within the parameters of the deployed infrastructure to maintain consistent detection performance and continuity of monitoring data collected across study locations and monitoring seasons.

Based on market research and the compatibility characteristics of the requirement, Biomark, LLC, located at 705 S. 8th Street, Boise, Idaho 83702, was identified as the only source reasonably available capable of meeting the Government’s requirement.

Biomark manufactures and sells the required equipment directly and does not utilize distributors or resellers.

These conditions justify a sole source award under FAR 13.106-1(b)(1), as only one source is reasonably available to meet the Government’s requirement.
