Notice of Intent
This is a notice of intent to solicit from a single source.
This notice of intent is issued in compliance with the Federal Acquisition Regulation (FAR) Subpart
5.2. It is not a request for competitive proposals, but rather, an announcement of the U.S.
Geological Survey (USGS) Western Fisheries Research Center's intent to enter into a sole source procurement contract with Advanced Telemetry Systems, Inc.
Purpose:
The USGS Western Fisheries Research Center requires the procurement of twenty (20) SR3001 Trident Submersible Acoustic Receivers and forty (40) compatible rechargeable lithium battery packs. These supplies are critical to support ongoing fisheries research evaluating juvenile salmonid behavior and survival at Cle Elum Dam and Roza Dam within the Upper Yakima River Basin.
Advanced Telemetry Systems, Inc., located at 470 First Avenue NW, Isanti, MN 55040, is the only source capable of providing equipment fully compatible with the existing deployed telemetry infrastructure currently in use at the study locations.
The required receivers must:
• Detect and decode binary phase-shift keyed (BPSK) acoustic signals within the Juvenile Salmonid Acoustic Telemetry System (JSATS) architecture
• Be submersible to at least 70 meters
• Operate on rechargeable lithium battery packs with a minimum 60-day runtime
• Provide USB connectivity for configuration and data access
• Include removable SD memory storage
• Meet required hydrophone sensitivity and operational specifications
• Maintain compatibility with existing ATS receiver arrays and data handling systems
Delivery is required to Cook, Washington.
Justification:
Advanced Telemetry Systems, Inc. is the sole provider capable of meeting the Government’s requirement due to the need for strict compatibility with existing ATS SR3001 equipment currently deployed in the field.
Although other manufacturers produce JSATS-compatible receivers, introduction of alternate equipment would require redesign of receiver arrays, recalibration of detection performance models, potential revalidation of survival and movement estimates, retraining of personnel, and procurement of additional compatible accessories. These impacts would introduce unacceptable scientific variability, increased cost, and schedule delays to ongoing federally funded studies.

These conditions justify a sole source award under FAR 13.106-1(b)(1), as Advanced Telemetry Systems, Inc. is the only source reasonably available that can meet the Government’s requirement.

Interested parties may submit a capability statement or inquiries electronically by the closing date of this announcement. This submission should demonstrate the party's ability to meet all technical and compatibility requirements specified above.
Please note that this notice is not a request for competitive quotes, and a determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
