About this file

This Statement of Work outlines requirements for anomaly avoidance services at Naval Base Guam, where USGS scientists need to collect soil samples. The vendor must prepare an Anomaly Avoidance Work Plan (AAWP) and provide MEC/UXO personnel to survey for munitions and unexploded ordnances prior to soil collection activities using hand tools up to 1 meter deep.

The work is divided into two phases: Phase 1 requires preparation and submission of the AAWP for Naval Base Guam approval, and Phase 2 involves providing qualified MEC/UXO personnel, detection equipment, and transportation for anomaly avoidance operations. Key requirements include UXO technicians with over 25 years combined specialized field experience, existing security clearance for Naval Base Guam access, and compliance with Joint Region Marianas Explosive Safety Submission requirements. The period of performance is February 5, 2025 - March 31, 2025. The vendor must provide their own office space and submit daily progress reports, weekly payroll statements, and invoices to be paid within 30 days.

Statement of Work

I. GENERAL INFORMATION

A. Introduction.

The USGS needs a vendor to prepare an Anomaly Avoidance Work Plan (AAWP) and provide MEC/UXO personnel to perform anomaly avoidance at USGS soil sampling.

locations on Naval Base Guam. Soil will be collected by USGS scientists via coring.

with hand tools (gouge auger) up to 1 meter deep. Prior to USGS soil collection, the contracting personnel will survey the site for MEC (Munitions and Explosives of Concern) and UXO (Unexploded ordnances) at and below the soil surface.

B. Background.

Given the widespread distribution of explosive ordnances across Guam during World War II, there is the potential to encounter MECs and UXOs anywhere on the island.

All soil disturbance on Naval Base Guam requires an Anomaly Avoidance Work Plan approved by the base and certified UXO personnel to clear all sampling areas.

C. Definitions/Applicable Documents

N/A

D. Scope.

The objective of this work is to ensure the safety of USGS employees collecting soil samples on Naval Base Guam through appropriate Anomaly Avoidance planning and surveying for MEC and UXO at sampling locations.

II. WORK REQUIREMENTS

A. Technical Requirements.

Phase 1: Selected vendor will plan, prepare, and provide an MEC Anomaly Avoidance Work Plan (AAWP) to the USGS. The USGS project leads will submit the AAWP to Naval Base Guam for approval.

Phase 2: Vendor will provide qualified MEC/UXO personnel to perform Anomaly Avoidance at USGS soil coring locations. They will provide all detectors needed for Anomaly Avoidance operations as well as transport to and from the project site. Vendor will provide daily progress reports, weekly payroll statements, and an invoice for services to be paid within 30 days.

The contractor’s compliance will be measured through daily progress reports reviewed by USGS project leads.

B. Deliverables.

1. Characteristics for work product described in II.A.1., identified by name and quantity.

The AAWP provided by the vendor will be reviewed and approved by Naval Base Guam. The Anomaly Avoidance operations will be reviewed by USGS project leads through daily progress reports throughout the contract.

2. Delivery dates for work/product to be completed and point of delivery.

The AAWP will be delivered to the USGS in Phase 1, prior to fieldwork activities.

The daily progress reports and weekly payroll statements will be provided to the USGS throughout Phase 2.

III. SUPPORTING INFORMATION

A. Place of Performance.

The USGS will not provide office space to conduct the work. Vendor will provide office space to prepare the AAWP and transportation to and from the field sites on Naval Base Guam.

B. Period of Performance (estimated)

The period of performance for this work would be February 5, 2025 – March 31, 2025

C. Government Furnished Property (GFP):

No government furnished property will be provided.

D. Special Considerations.

1. Key personnel qualifications Vendor needs to be staffed with qualified and highly trained UXO Technicians with over 25 years of combined specialized field experience that offer full-service MEC support in compliance with current Joint region Marianas (JRM) Explosive Safety Submission (ESS) requirements.

2. Data Rights, Safety, Environment.

There are no safety concerns for data. No new data will be generated.

3. Security/Privacy issues.

No access to USGS buildings or technologies is necessary. Vendor will need to have staff existing security clearance to access Naval Base Guam.
