About this file
This document is a Question and Answer (Q&A) amendment for a Request for Quote (RFQ) related to the recovery of a sunken lander platform. The key details are:
The lander was deployed in March 2023 and has been submerged for 15 months. Its coordinates have been verified via triangulation, and it is confirmed to be resting on the seafloor. There are concerns about potential hazards from a recovery float and line that may have become entangled. This is a small business set-aside contract, with no guarantee of successful recovery. The vendor will be permitted to quote on a "per task" basis, as appropriate. The awarded contractor will be required to provide vessel and ROV services, and accommodate up to 3 USGS personnel to assist with the recovery effort. The solicitation number is 140G0324Q0220, issued by the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

RFQ 140G0324Q0220
Amendment 1, Q and A document, 1 page.
1. are the coordinates for the lander verified and how were they verified?
Coordinates were verified by triangulating on the releases - both when the lander was deployed and subsequently during the recovery attempt.
2. How accurate are the coordinates? Was that the drop location, or confirmed location on the bottom?
They are a confirmed location on the bottom, via triangulation with the acoustic releases.
4. When was the last time the lander was confirmed to be still present on that spot?
20 March, 2024 - releases were interrogated and responded as upright, released.
5. How long has this lander been submerged on this location?
15 months - Deployed March 2023
6. Is there expected to be a midwater float and line entanglement hazard coming off of this lander?
The lander had a recovery float and line that should have released from the top of the tripod and ascended to the surface. No float or line was ever sighted after the releases were activated in October 2023. The release mechanism may have fouled or been jammed, in which case the float never released, or it could have released but come up fouled and not fully deployed to the surface. The status of the float and recovery line are unkown at this time.
7. Is this RFQ expected to be a "no cure, no pay" contract or do the principles understand this will be an attempt at recovery with no guarantees of success?
It is understood that the vendor will make every attempt to recover the platform, but success is not guaranteed. The vendor may quote a ‘per Task price’, as appropriate.
8. What is the diameter of the tubing the lander is assembled from? (to assist in determining ROV hook size requirements) The frame is constructed primarily of 1.5" stainless steel tubing.
9. The RFQ is requiring room aboard for 3 USGS personnel, what will these people be adding to the mission? Can you get by with one observer? Does the USGS require a PSO aboard and if so, who will be paying for the PSO?
The 3 personnel include the chief scientist and one mooring and one instrument tech. They will be communicating with the releases, dealing with the lander and the instrumentation during recovery and can provided technical assistance and guidance during the attempt. USGS does not require a PSO aboard.
10. The RFQ is a small business set aside, I intend to partner with Global Diving and Salvage, is this a problem to stay within the small business set aside?
This opportunity is set aside for small business; therefore, the award must go to a small business. This requirement does not prohibit the Small Business from partnering / sub-contracting to an ‘other than small’ business.
