Ques on:
1. Regarding “Experience” and “Past Performance” evalua on factors:
What should ideally be included in my response as recent and relevant sources (in the case of the “experience” factor) and as recent and relevant references (in the case of the “past performance” factor). For the la er, I am assuming you would like two individuals/en es with whom I have done relevant work recently. For the former, am I also providing individuals, or is it preferred that I include documenta on of my relevant work, in the form of publica ons in scien fic journals, presenta ons at academic conferences, and the like? Or, if I am wildly off base here, I would appreciate it if you could provide a short descrip on or example of what is intended.
Answer:
Experience is the degree to and frequency with which you have performed similar work before.
Recent and relevant experience is preferred. Please provide descriptions of recent relevant experience. This may be other contracts, related research projects, use of methods that may be useful for the proposed work, etc. How o en have you performed this work? How much time has been spent on this type of work?
For Past Performance, this is the measure of how well you have performed similar work before.
Recent and relevant past performance is preferred. Lists of references are useful, as are reports from completed projects, narrative descriptions of similar work that clearly demonstrates how well your previous work has gone, etc. Publications relevant to the proposed work are useful evidence of experience.

Is there an incumbent on this contract? If so, what is the contract number?
Answer:
There is not an incumbent contract. This is the first contract we have ini ated for this work.
