About this file

This sources sought notice requests information for eighty nodal seismometers to support an earthquake disaster assistance team project. The US Geological Survey is conducting market research to determine the availability of qualified vendors to provide nodal seismometers meeting the technical specifications attached. Each seismometer must have internal 3-component seismic sensors with a proven recording range from at least 0.25 Hz to 750 Hz and a 5-Hz natural frequency. Interested parties should submit brochures and technical specifications by February 16, 2024 at 3:00 PM PST to yangzhideng@usgs.gov to assist the government in determining its acquisition strategy for this requirement. The North American Industry Classification System code 334519 for other measuring and controlling device manufacturing applies.

Specification/Salient Characteristics for Goods Needed

Objective:

Portable seismic recording system for multi-purpose earthquake, volcano, and landslide hazards studies in Costa Rica and Central America, for use in a collaborative project between the U.S. Bureau of Humanitarian Assistance, U.S. Geological Survey, and Volcanological and Seismological Observatory of Costa Rica, National University.

Required Instrument Specifications:

Eighty (80) high-resolution, 3-component nodal seismometers. Each nodal seismometer must have:

(1) internal 3-component (vertical and 2 horizontal) seismic sensors

(2) internal 5-Hz natural frequency sensors, with a proven recording range from at least 0.25 Hz to 750 Hz. The sensor must have <0.1% distortion at 12 Hz (at angles of 0˚ – 10˚), damping of 0.7, and sensitivity of 77 V/m/s or better. Total Harmonic Distortion (THD): <0.0002%

(3) an internal battery that can be changed by the operator in the field

(4) no external wiring

(5) an internal GPS system for timing (1 ppm) and location

(6) timing accuracy of plus or minus 10 microseconds when GPS disciplined

(7) 24-bit ADC resolution, and dynamic range of at least 125dB

(8) operator-chosen sampling rates of 250, 500, 1000, 2000, or 4000 sps, with selectable linear or minimum phase anti-aliasing filter

(9) pre-amplifier gain from at least 0dB to 36dB in 6 dB steps

(10) an operating temperature range of -40˚C to +70˚C or better

(11) total harmonic distortion of < 0.0002% at 0dB gain or better

(12) dust/waterproof packaging to IP68 standard or better

(13) data storage volumes of at least 64 GB

(14) total weight of no more than 6 lbs

(15) an internal battery operating life of at least 30 days when the temperature is 25˚ C and the sampling rate is 2-ms continuous, and battery life up to 60 days for segmented recording

(16) batteries than can be recharged in less than 6 hours, separately from the sensor/data storage unit

(17) a battery charging temperature range of +3˚C to +40˚ C or better

(18) data downloadable simultaneously from multiple nodes (16 units) using a separate data harvesting system

(19) non-mechanical on/off switches (magnetic)

Two (2) nodal charging units. Each must

(1) be capable of charging 16 node batteries simultaneously

(2) be packaged in a field-rugged case

(3) contain LED indicators of charging status of each battery

(4) operate on 100-240 V, 50/60 Hz, and use no more than 640W

(5) charge batteries fully within 3.3 hours

(6) weigh <58 lbs (27 kg)

Two (2) stand-alone data harvesting systems. Each must be capable of

(1) downloading and pre-programming at least 16 nodes simultaneously, at average rate of 20 Mb/s

(2) operating via manufacturer supplied software that runs on a standard laptop with Windows OS

(3) weigh <48 lb (22 kg)

(4) be packaged in a field-rugged case

Nine (9) rugged plastic cases. Each case must be equipped to safely transport at least 12 nodes by truck

Sixteen (16) durable, water-resistant bags with shoulder straps. Each case should be fitted for hand-carrying 6 nodes.

One (1) hand-held device with GPS and RFID scanners that can operate manufacturer-supplied software for locating nodes, detecting their serial numbers, and storing their positions.

Five (5) magnetic start/stop switches.

Three (3) tools for removing and attaching batteries to nodes

Other Requirements:

All instruments must be compatible with existing nodal systems manufactured by Smart Solo Scientific.

Manufacturer must be able to ship all instruments by ocean to Costa Rica.

The standard warranty must provide replacement or repair at no cost for component(s) that do not function as advertised.

All manufacturer supplied software must come with licenses for up to three computer systems.
