Questions and Answers
Is there a government estimate of the price range of this project?
No there is no price range for this project.
How will the USGS flood projections be shared (what format)? What specific information/data/illustrations will be provided to base the CGI upon? SOW p. 4 The firm will utilize USGS flood projections (i.e., future water levels)...The firm will then develop water simulations that are rendered using photorealistic techniques and added to a captured 360 degree video of the coastal environment. CGI water must follow rough contours of beach/coast and look photorealistic, i.e., water behaves naturally.
Youtube and Vimeo (360), Twitter and Facebook (2D) and via fully immersive VR with goggles during outreach events and National Park Service visitor experiences.Primarily raster flood elevations, such as geotiffs. Digital elevation models will be provided at 1 m resolution. Vendor may require additional drone imagery and/or ground-based Lidar that USGS can assist with. CGI content and story will be developed in collaboration with USGS and National Park Service.
From the Solicitation : Note to Potential Offerors: Any award resulting from this RFQ will be based on a lowest price technically acceptable method. Each offeror must submit sufficient documentation for the USGS toevaluate in order to determine technical acceptability of their offer. Failure to provide the requested information may result in removal from further consideration.
Can you be more specific about what documentation you are requesting? Failure to provide the requested information may result in removal from further consideration. What are the specifics of the requested documentation so that we can ensure that we provide them?
In your quote you need to provide a firm fixed price and enough information to show that your company can provide the services required, so that the USGS can make a determination that your company is technically acceptable.
Has USGS used a previous vendor for similar projects?
This is a new requirement and there is no incumbent.
All quotation documents required by this solicitation must be uploaded and received in their entirety no later than June 3, 2021 at 1700 Eastern Time. What are the required quotation documents? Please elaborate.
In your quote you need to provide a firm fixed price and enough information to show that your company can provide the services required, so that the USGS can make a determination that your company is technically acceptable.
Is there a link to any images from similar USGS projects elsewhere?

How filming days does the government anticipate at each of the two locations, Ocracoke, North Carolina and Miami Beach, Florida?
1-2 days of field work at each site. But also dependent on vendor field data collection needs.
For the project do you require music? If so, can we use USGS archival music or do you desire new, original compositions?
Not a requirement. Certainly we don't need new compositions. I'm not aware that USGS archival music is a thing.
Do you require samples of past Virtual Reality or similar video work?
Links to similar videos/work would be helpful.
Will the Government reimburse travel expenses?
Should be worked into your quoted price.
Do you desire live, on-site meetings, e.g., post-award, or are virtual meetings such as Zoom acceptable?
Virtual meeting are fine.
Do you desire any underwater filming?
Not considered.
Do you know of any restrictions on the use of drones for aerial filming at Ocracoke, North Carolina and Miami Beach, Florida? If so, can you please provide the point of contact for coordination of drone usage during the post-award meeting?
The National Park Service superintendent is our POC for Ocracoke so we can discuss with awarding contractor. We have no knowledge of drone restrictions for Miami Beach.
We are assuming that the quotation should include costs associated with the on-location 360 video and data capture. This is inclusive of transportation, crew rates, gear rental, permitting and insurance. Is this assumption correct? On the referenced previous video that featured Capitola, this portion of the production was handled by the USGS.
Yes, on location costs should be worked in. USGS might be able to assist with 360 video capture and potentially ground-based Lidar data collection, but that should not be assumed so the vendor should include those costs.
As part of the quotation, should we also fill out the sections in the Provisions (pages 5-26)?
If you supply your companies DUNS number, then you only need to complete Provisions:
52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct 2020) 52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020)
Is Patrick Barnard the primary contact for the project once the work is awarded? If so, are we able to direct any questions to him prior to the response date of June 3rd?
At this time, the primary contact is me. The technical liaison will be provided at the time of award. Therefore, if you have any further questions please direct them directly to me.
I wonder if there is a price envelope that you are looking to commission within.
There is no min or max price range for this project.
