M2M lab Cx Q&A
· What type of laboratory will this project be?
· B-Occupancy lab. 70% wet lab and 30% workshop type lab.
· Can you please provide a construction schedule?
· June 2021 – June 2023.
· Item I “Enhanced commissioning” – a 95% CD design review is noted. Will a 100% CD backcheck be required as well?
· Yes.
· Item I “Enhanced and monitoring-based commissioning” – is it the intent for the Commissioning Agent to participate in the implementation of the monitoring-based commissioning plan, or just to write the plan?
· It is a continuous basis process and require the Commissioning Agent to participate.
· Item I.D.g. – is it the intent for the Commissioning Agent to complete the electronic checklists, or the installing contractor with CxA review?
· Yes, checklist by Commissioning Agent.
· Item II.G – Can you please define the “Indoor Air Quality (IAQ) baseline evaluation” noted.
· Comply with CalGreen 2019 Tier II “IAQ Testing” per A5.504.2.1 and related sub sections, and also comply with LEED V4 EQc4 Indoor Air Quality Assessment Option 2, Table 1. https://www.usgbc.org/resources/table-1-maximum-concentration-levels-contaminant-and-testing
· Is there a Total Page Limit for Proposal Package?
· No, but please try to be efficient in your submission.
· Does the Submission Page Limit include TABS?
· N/A.
· Is there a limit to the Number of Projects / Relative Experience Briefs that we’re allowed to include? Do you have a preference / range?
· No, but see above.
· Would you be able to provide for us the plans and specs when they are available?
· This should be considered a draft 95% set: LINK. This is a large file. Do not distribute more than necessary for this immediate effort and delete/destroy when no longer needed.
· The commissioning agent will be involved with the project during the design phase. Will the Commissioning firm be required to provide specifications for the construction documents?
· No.
· Paragraph I.E - Functional Performance sampling: While ASHRAE Guideline 0-2005 permits test sample percentages that range from 1% to 100%, because functional testing is typically a significant component of commissioning labor, we often find that providing fixed test sample percentages in an RFP is to the advantage of the owner. For this project, we would anticipate 100% testing for equipment serving the laboratory spaces, and 50% sampling for the remainder of the equipment. Please advise.
· Agreed, please use this assumption.
· Paragraph I.H.a.i: requires “Inspection and testing service agencies shall be members of the Building Commissioning Association (BCA).” Please advise if membership in the AABC Commissioning Group (ACG), and CxA certification for the commissioning practitioners will be considered equally acceptable.
· That is legacy language which I missed and should have scrubbed from the SOW. The presolicitation notice stated: “We expect the work to be overseen by a commissioning professional certified in accordance with ANSI/ISO/IEC 17024. At the time of this release, that means one of the following: ACG Certified Commissioning Authority (CxA); ASHRAE Building Commissioning Professional (BCxP); and Building Commissioning Certification Board Certified Commissioning Professional.” Apologies for the confusion.
