The purpose of this amendment is to answer questions from potential offerors. The date for receipt of proposals remains unchanged, April 29, 2019.

The following are answers (A) to questions (Q) from potential offerors.

1) Q: We respectfully request that the Government clarify the variances between the

52.222-42 Statement of Equivalent Rates for Federal Hires (May 2014) (Solicitation. P 21), and the Solicitation Attachment 7: Wage Determination. Specifically:

a) What is the reason for the variation in rates provided in the base solicitation (p. 21) and Attachment 7?

b) With regards to Attachment 7, the phrase "(Not Set)" is listed before each labor

1a) A: The rates listed in 52.222-42 are what

Federal government employees performing these services in the area would be paid. Federal

Acquisition Regulation requires clause 52.222-42 be included in all solicitations and contracts where the Service Contract Labor Standards statute applies. The amounts listed in this clause are informational only and do not necessarily match the amounts required by the

U.S. Department of Labor (DOL). The DOL reviewed the Federal government employee rates, along with other information/data, then made their determination for the rates to be used in support of this effort. Attachment 7 is the result of that determination.

1b) A: The DOL wage determination is applicable only to this solicitation and any resulting award. It is not applicable, or is "(Not Set)", for general use in other Federal government solicitations/contracts. Offerors are required to comply with the DOL rates in attachment 7.

2) Q: Are the labor positions indicated in

Attachment 7 eligible for overtime under the

FLSA? If so, can the Government provide the number of overtime hours for each position?

2) A: Yes, the positions are eligible for overtime under the FLSA (Fair Labor Standards

Act). The exact number of overtime hours for each position on a given trip, when they occur, is not known. However, the government estimates the number of average hours to be worked as follows.

Average number of hours per day for Boat

Operators is 12

Average number of hours per day for Boat Operator

Assistants is 12

Average number of hours per day for Field

Technicians is 10

3) Q: Given that the Department of Labor has determined 10 hours per day average is applicable for Field Techs, and a 12 hour day has been

3) A: The solicitation requires pricing based on a daily rate. The Government will evaluate proposed daily rate pricing based on the average number of hours per day as stated in answer number 2) above.
