PERFORMANCE WORK STATEMENT

I. General Information

A. Introduction

The U.S. Geological Survey (USGS) Geology Geophysics and Geochemistry Science Center (GGGSC) Denver Argon Geochronology Laboratory (DAGL) requires a service contract for a Thermo Scientific Argus VI noble gas mass spectrometer. Under the service contract, a qualified engineer will travel to the DAGL once per year to perform on-site annual preventative maintenance, and as needed to perform on-site emergency repairs to the instrument to ensure it is operating within manufacturer specifications with a minimum of downtime. The service contract will also include factory-certified replacement parts, and priority status for technical support inquiries.

B. Background

The DAGL is a custom-built facility designed and operated by research scientists of the USGS. The two Argus VI noble gas mass spectrometers operating in this laboratory are manufactured by Thermo Scientific in Bremen, Germany. Of these two instruments, one is still under warranty and the other is not and requires a service contract. Both instruments are built with hundreds of components, many of which are only available from Thermo Scientific. Further, the expertise of certified Thermo Scientific service engineer is based on many hours of training in the factory, which USGS research scientists do not have.

C. Scope

The purpose of the service contract is to maintain consistent operations of the DAGL and minimize the downtime of required instrument repairs. Since the instruments often run 24 hours per day, 7 days per week, and this high throughput is relied upon by scientists through the USGS, significant downtime would be detrimental to the DAGL. Furthermore, when expensive components fail that are over the micro-purchase limit, the procurement process would incur unacceptably long downtime. This service contract allows an engineer to visit to conduct emergency repairs, including all replacement parts, with a short response time, thereby minimizing the risk of extended periods of downtime when expensive components fail.

II. Work Requirements

A. Technical Requirements.

1. Service contract for one (1) Thermo Scientific Argus VI noble gas mass spectrometer

a. Contractor shall provide at least one on-demand site visit to perform emergency repairs, with a targeted response time of three (3) business days

b. Contractor shall provide one scheduled preventative maintenance site visit

c. Contractor shall provide factory-certified replacement part

d. Contractor shall provide priority status for technical support inquiries

e. Contractor shall provide software updates

2. The Argus VI instrument shall be returned to an operational state within the performance specifications of the manufacturer (Thermo Scientific).

B. Deliverables.

Service contract for one (1) Thermo Scientific Argus VI mass spectrometer, including all factors specified in section II- A1 above.

III. Supporting Information

C. Special Considerations.

1. Key personnel qualifications:

Contractor shall be authorized to service Thermo Scientific Argus VI noble gas mass spectrometers and have experience working with such instruments that are used for 40Ar/39Ar geochronology.

2. Data Rights, Safety, Environment:

Laboratory safety standards enforced in the USGS DAGL will also apply to the contractor when they are on-site to maintain the Argus VI instrument.

3. Security/Privacy issues:

The contractors shall check in/out at the front desk and be escorted at all times in the laboratory building by laboratory personnel. Laboratory personnel shall l supervise any computer-related activities that are required for the maintenance and verification of the instrument(s) (the contractor will not have independent access).

IV. Quality Assurance Surveillance Plan (QASP) The Government, through its USGS Technical Liaison, shall monitor the Contractor’s performance. The Government may monitor the Contractor’s performance of the deliverables of specific project requirements as deemed necessary to ensure acceptable progress and compliance standards are achieved. The Contractor shall be responsible for Quality Control (QC) by adhering to the QCP as a means for the USGS to assess technically acceptability verification. The USGS quality assurance inspections shall not be a substitute for the Contractor’s responsibility for QC. The USGS will be responsible for independent quality assurance, assuring that the performance standards, both quality standards and time standards, are met.

V. Quality Control Plan (QCP) The Contractor shall include a Quality Control Plan (QCP) and adhere to it while performing maintenance and repair service on the Orbitrap Mass Spectrometer. The QCP shall, at a minimum, meet OEM standards and specifications and a copy in writing should be submitted as part of this Request for Quotation (RFQ).

(d) Comptroller General Examination of Record. 52.217-8 Option to Extend Services. (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 Days.

GS1131 Unilateral De-obligation of Unexpended Funds. (May 2013) The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification de-obligating any unexpended funds, and to initiate closeout procedures.

GS1346 Compliance with Occupational Safety and Health Act – Government Owned Facilities/Equipment.

(Apr 2003) Performance of work hereunder shall comply with the provisions of the Occupational Health and Safety Act of 1970, as amended (OSHA). If, at any time during the performance of this contract, the

Government furnished facilities and/or equipment do not conform to OSHA standards, the contractor must so notify the Contracting Officer, in writing, including a recommendation of the corrective action needed.

GS1348 Accident Reporting. (Apr 2003) If an accident occurs on Government-controlled facilities, the contractor shall report the accident immediately to the applicable authority, such as police or fire department; followed by an email to the Contracting Officer, the technical Contracting Officer Representative (COR)/Technical Liaison (TL) and the Site Manager. A concise written report must be provided to the Contracting Officer's Representative and the Contracting Officer within 48 hours. An accident is defined as an event which causes injury, illness, or loss or damage to Government-owned or private property. The contractor will cooperate with any ensuing Government accident investigation.

DOI Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP). (Feb 2021)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
