About this file

This is an Amendment 0003 to a Request for Quote (RFQ) for the procurement of laboratory equipment and related services by the United States Geological Survey (USGS), Fort Collins Science Center.

The amendment dissolves the small business set-aside, opening the RFQ to full and open competition, and extends the submission deadline to June 19, 2026, at 12:00 PM EDT. The base year requirement (Item 00010) is for one Brand Name Illumina MiSeq i100 Plus System, a benchtop next-generation sequencer with specifications including XLEAP-SBS chemistry, flexible sequencing with four flow cell options, outputs of 1.5 to 30 Gb, read lengths from 1x100 bp to 2x300 bp, runtimes of 4-15.5 hours, and same-day results capability. The equipment includes one year of warranty covering parts and labor. The base year period of performance runs from July 1, 2026, to June 30, 2027. Four optional one-year service and maintenance extensions (Items 00020 through 00050) are available with anticipated exercise dates of May 1 for years 2027, 2028, 2029, and 2030, respectively, extending through June 30, 2031. An additional optional six-month extension (Item 00060) is available with an anticipated exercise date of May 1, 2031, covering July 1 through December 31, 2031. The equipment will be shipped to the Fort Collins Science Center at 2150 Center Ave, Building C, Fort Collins, Colorado 80526. Questions must be submitted by e-mail to justice_pryor@ios.doi.gov by 12:00 PM ES on June 15, 2026, and quotes must be received electronically by 5:00 PM ES on June 19, 2026. Award will be made on a firm fixed-price basis to the vendor whose quotation demonstrates the best value considering technical performance, key qualifications, past performance, and price as the primary evaluation factors. The contract is subject to numerous FAR clauses, Section 508 accessibility compliance requirements, FISMA security guidelines, and a deviation clause addressing DEI discrimination prohibition (52.222-90). Electronic invoicing through the Treasury's Invoice Processing Platform is required.
