About this file
This document is an Attachment A Questions and Answers (Q&A) for Request for Quotations (RFQ) 140G0225Q0074 for Starlink Internet Service. The Q&A addresses three key vendor inquiries: (1) data plan requirements, (2) potential managed network services, and (3) reseller authorization. In response to the first question, USGS modified the original unlimited mobile data requirement to three (3) Local Priority 50 GB plans and one (1) Global Priority 50 GB plan, with a minimum of 50 GB priority data and unlimited non-priority data thereafter. For the second question, USGS declined to add line items for managed network services. The final question clarified that vendors must provide proof of direct authorization as a Starlink reseller to be considered for award, specifically requiring an official letter or certification from Starlink verifying the vendor's reseller status.

STARLINK INTERNET SERVICE
1. Question #1:
“We made a note of the requirement for unlimited mobile data on land. As this is not commercially available—specifically, Starlink unlimited plans are not offered commercially—would the government consider removing or amending this requirement?”
USGS’s Response:
Due to the recent reconfiguration of Starlink’s data plans, the requirement is changed to three (3) Local Priority 50 GB plans and one (1) Global Priority 50
GB plan. The plans need to provide a minimum of 50 GB of priority data and unlimited non-priority data thereafter. Starlink | Service Plans. Therefore, line items 00010, 00020, 00030, 00040, 00050, 00060, 00070, 00080, 00090, 00100, 00110, and 00120 have been modified to reflect this change.
2. Question #2:
“Would the Government consider adding additional Line Items for managed network services to supportthe monitoring and managing the existing Starlink units?”
No, the USGS does not need that type of support for this purchase.
3. Question #3:
“I apologize for the late question, but what if we aren't the authorized reseller, but a reseller of the authorized reseller, can we still submit a quote?
