STATEMENT OF WORK

A. Introduction

Nutrient composition of soil is a useful indicator of the soil’s ability to bind phosphorus for removal from the water column .

We shall be measuring the Mehlich III extractable nutrient (Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn) composition in soil from restored wetlands in eastern Wisconsin that are enrolled in the Natural Resources Conservation Service’s (NRCS)

Wetland Reserve Easement (WRE) program. This requirement is for laboratory analysis of Mehlich III extractable nutrients in soil samples collected in FY25 and FY26.

B. Background

The NRCS WRE program is a voluntary public-private partnership used to carry out high priority wetland protection, restoration, and enhancement to improve wildlife habitat, improve water quality, and reduce flooding. Recently NRCS utilized Great Lakes Restoration Initiative funding to develop WRE easements with a goal of reducing nutrients in surface water in the Great Lakes Basins. Funding for this effort was granted in Wisconsin and Indiana where several restoration sites have been identified and will be restored over the next 3-5 years.

USGS is partnering with NRCS to provide managers information about the nutrient reductions provided by restoring wetlands in these areas. This information will be used by NRCS to assess if they are helping other resource managers meet their nutrient reduction goals and improve downstream water quality. The assessment of wetland functioning requires that

USGS scientists collect soil samples and determine the soil nutrient stocks in the soil. Thus, soil samples shall be collected to measure Mehlich III cations (Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn).

C. Definition/Applicable Documents

Analysis shall be completed using the Mehlich III extraction where dried soil samples are extracted with Mehlich III extracting solution (composed of 0.2 N CH3COOH, 0.25 N NH4NO3, 0.015 N NH4F, 0.013 N HNO3, and 0.001 NEDTA). The supernatant shall then be analyzed for Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn by ICP-AES. Relevant method citations are:

Proper quality control procedures shall be followed and reported.

D. Scope

The purpose of this contract is to complete Mehlich III extractable nutrient (Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn) analysis on dried soils collected as part of the USGS wetland assessment project and shipped to the contractor. This includes up to 170 samples that shall be collected in 2025 and an option of an additional 170 samples that shall be collected in 2026.

II.WORK REQUIREMENTS

A. Technical Requirements

Up to 170 soil samples shall be collected in 2025 from wetland easements in eastern Wisconsin that are enrolled in the

NRCS WRE program. These samples shall be returned to the Upper Midwest Environmental Sciences Center (USGS) to be dried and ground and then shall be shipped to the contractor.

Mehlich III cation analysis should:

1) Follow methods comparable to those used in the methods cited below. Specifically, dried soil should be extracted with Mehlich III extracting solution (composed of 0.2 N CH3COOH, 0.25 N NH4NO3, 0.015 N NH4F, 0.013 N

HNO3, and 0.001 NEDTA). The supernatant is then analyzed for Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn by ICP-

AES.

Up to 170 additional soil samples will be collected in 2026 from wetland easements in eastern Wisconsin that are enrolled in the NRCS WRE program and returned to the Upper Midwest Environmental Sciences Center to be dried and ground.

If exercised, the additional soil samples shall be shipped to the contractor for Mehlich III extractable nutrient (Al, Ca, Cu, Fe, K, Mn, Mg, Na, P, and Zn) analysis.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in

FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-

Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

contract, unless the parties otherwise agree.

52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The

Contracting Officer may exercise the option by written notice to the Contractor within 30 days before expiration of period of performance.

52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a)The Government may extend the term of this contract by written notice to the Contractor prior to the expiration date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least __30___ days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c)The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

52.242-17 Government Delay of Work (Apr 1984) (a)If the performance of all or any part of the work of this contract is delayed or interrupted (1)by an act of the Contracting Officer in the administration of this contract that is not expressly or impliedly authorized by this contract, or (2)by a failure of the Contracting Officer to act within the time specified in this contract, or within a reasonable time if not specified, an adjustment

(excluding profit) shall be made for any increase in the cost of performance of this contract caused by the delay or interruption and the contract shall be modified in writing accordingly.

Adjustment shall also be made in the delivery or performance dates and any other contractual term or condition affected by the delay or interruption. However, no adjustment shall be made under this clause for any delay or interruption to the extent that performance would have been delayed or interrupted by any other cause, including the fault or negligence of the Contractor, or for which an adjustment is provided or excluded under any other term or condition of this contract.

(b) A claim under this clause shall not be allowed-

(1) For any costs incurred more than 20 days before the Contractor shall have notified the

Contracting Officer in writing of the act or failure to act involved; and

(2) Unless the claim, in an amount stated, is asserted in writing as soon as practicable after the termination of the delay or interruption, but not later than the day of final payment under the contract.

52.252-6 AUTHORIZED DEVIATIONS IN CLAUSES (NOV 2020)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.
