About this file
This document is a Performance-based Work Statement (PWS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for water chemistry analysis services. The U.S. Geological Survey (USGS) Upper Midwest Water Science Center has a requirement for timely analysis of various chemical analytes in water and sediment samples using EPA-approved standard methods.
The contractor shall provide all necessary services, including equipment, labor, travel, supervision, and materials, to analyze water and sediment samples and report the analytical results within 30 days of sample collection. The required analyses include total phosphorus, soluble reactive phosphorus, nitrate-nitrogen/nitrite-nitrogen, ammonia-nitrogen, and total suspended solids, with the ability to perform additional analyses as requested. The contractor must participate in semi-annual quality assurance proficiency testing. The USGS will coordinate the sample collection and delivery, and the contractor shall meet or exceed the specified quality standards. This is a set-aside for small businesses, with a 5-year IDIQ contract period of performance from 09/01/2024 to 08/31/2029. Offers are due by 08/13/2024.

PERFORMANCE-BASED WORK STATEMENT (PWS)
GENERAL INFORMATION
Introduction
The Department of the Interior (DOI) U.S. Geological Survey (USGS) Upper Midwest Water Science Center (UMWSC) has a requirement for timely analysis of various chemical analytes in water and sediment samples using EPA-approved standard methods. The Upper Midwest Water Science Center has an active project and proposed projects to characterize the water chemistry of several areas throughout northern Michigan.
Background USGS scientists are performing additional water quality sampling for comparison with project partner sampling.
Scope The contractor shall perform services, non-personal, to provide all plant equipment, labor, travel, supervision, and materials (unless otherwise provided herein) necessary for the timely analysis and reporting of various chemical analytes in water and sediment samples.
Schedule of Work
The Government will order bottles and coolers for the USGS sample collection efforts. USGS scientists will be in close coordination with contractor for bottle and cooler shipment. The USGS will normally collect samples in the spring and/or on an event-driven basis.
No quantities are guaranteed by the Government.
The contractor shall supply and deliver bottles and coolers to USGS scientists on an as-needed basis within 14 days after ordered by the Government.
Bottles must have blank labels and appropriate preservatives for selected analyses.
Coolers must be accompanied by blank chain of custody paperwork.
The Government will be in close coordination with contractor for sample submission for the contractor’s analysis.
USGS scientists will return properly filled and stored sample bottles with completed labels and completed chains of custody for analysis within analytical holding times.
The contractor shall analyze samples.
The contractor shall report the analytical results within 30 days of sample collection.
Analytical results will be reported, including reporting limits and method detection limits within 30 days of sample collection. Standard QA/QC methods include analysis of blanks, duplicates, and appropriate internal control or reference material for each batch of chemical analyses. Reporting will include a definition of all laboratory flags, and information on sample detection, method detection, and reporting limits. The QA/QC methods shall be described, and a report of the QA/QC results provided with each batch of analyses.
Due to the short holding time of many of the analyses, logistical conveniences such as the ability to drop samples off directly will result in higher data quality for the project and the cooperators.
Also due to the expected low detections for some of the analytes, time spent during sample delivery needs to be as short as possible (3hr) to enhance data robustness.
Contractor Work/Technical Requirements When ordered by the Government, the contractor shall meet or exceed the following quality standards.
Analytical laboratory analyses required for:
Total phosphorus (TP), Standard Method 4500-PB.5 & F with reporting limit as low as 0.001 mg/L;
Soluble reactive phosphorus (SRP), Standard Method 4500-P-F with reporting limit as low as 0.001 mg/L;
Nitrate-N/Nitrite-N (NO3-NO2-N), Standard Method 4500-NO3- F with reporting limit as low as 0.005 mg/L;
Ammonia-N (NH3-N), Standard Method 4500-NH3 G with reporting limit as low as 0.04 mg/L;
Total suspended solids (TSS), Standard Methods 2540 D with reporting limit as low as 0.5 mg/L.
Additional analyses may be requested including Alkalinity, Biological Oxygen Demand, Chloride, Chlorophyll-a, Color, Conductivity, Grain Size Analysis, and Hardness.
The contractor shall participate in semi-annual Standard Reference Sample Project round-robin quality assurance proficiency testing.
Deliverables When ordered by the Government, the contractor shall deliver, as a minimum, the following:
Laboratory analysis and report of analytical results of water samples within 30 days of receipt as requested by and in cooperation with USGS scientists.
Data reports will be emailed within 30 days of receiving the samples to the identified USGS scientist in both pdf and Excel formats for archive purposes.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
The contractor is responsible for quality control. The contractor shall provide a quality control plan with their solicitation response and shall adhere to the plan during performance.
The Government is responsible for quality assurance. The Technical Liaison (TL) from USGS Upper Midwest Water Science Center office will inspect the reports to assure that the quality standards and time standards, as described in the PWS, have been met or exceeded. The TL will report any substandard performance to the contractor within 60 days of receiving the analysis report. The contractor shall redo substandard performance and revise the discrepancies in the dataset at no additional cost to the USGS within 120 days of the substandard notification.
