The solicitation number is 140G0224Q0125. The amendment provides clarifications and modifications to the original requirements, including:
- Removing the requirement to check the shaft gear alignment in the water and adding an option to conduct before-and-after vibration/strain gauge analysis.
- Requiring the contractor to fully draw the shafts, perform a laser alignment check, and report the results.
- Clarifying that bearing clearances do not need to be checked with the vessel in the water.
- Extending the proposal due date by 10 days to July 11, 2024 and the period of performance start date to July 22, 2024.
- Providing additional details on the availability of funds and selection of work items to be ordered/funded at contract award.

A. The purpose of this amendment is to share the following clarification comments with questions and answers for all interested parties. This information will be incorporated by reference into solicitation and resulting contract:
1. Request for clarification in reference to Specification Item 6.02, Replace Gear Seals;
Check Shaft Alignment; Prior to beginning repair work on the gear seal, the alignment of both sha¿¿s shall be checked with the vessel in the water.
Offeror clarification comments: As the vessel is outfitted with KOBELCO EVK shaft seals it is not practical to unbolt couplings and drift propulsion shafts back (off the bossing) to perform a gap/sag alignment check with the vessel in the water. Can you please clarify how

USGS anticipates this requirement being completed. One option would be to utilize a sub-contractor / Subject Matter Expert and use strain gauges both before and after seals are replaced.
Government Response: The USGS hereby removes requirement to check the shaft gear alignment in the water and add an option item to conduct before and after analysis of the shaft with vibration/strain gauge analysis.
2. Request for clarification in reference to
Specification Item 6.02, Draw Shafts for
Clearance to Gear; The Contractor shall remove the shaft couplings and disassemble the shaft seals. The shafts shall be partially withdrawn to provide access to the output flange of the gear for service. At least 12 inches of clearances is required.
Offeror clarification comments: Would it not be preferred to completely remove shafts and check output flange to bearing concentricity using a laser and targets in the forward and aft ends of the stern tube bearings? This would allow for precise adjustment of the engine mounts if required to correct any alignment issues.
Government Response: Fully draw shafts and conduct a laser alignment check to confirm that the aft shaft bearing is aligned to the gear output flange. Contractor to execute the following scope of work:
a. Draw shafts from vessel.
b. Build or provide laser adaptor to mount a laser to the gear output flange. The laser shall be mounted parallel to the gear output shaft axis and concentric with the center of the shaft.
c. Install targets in the fore and aft end of the shaft bearing to confirm alignment to the gear output flange.
d. Report all results and recommendations in a
CFR.
3. Request for clarification in reference to
Specification Item 6.02, Reinstall Shafts; The
Contractor shall take final alignment readings and bearing clearances with the vessel afloat and
USGS Technical Representative present.

Offeror clarification comments: (1) Please specify how alignment check is to be performed with couplings bolted up and seals in place. (2)
How do you intend to have bearing clearances checked with vessel afloat - divers? (3) Has USGS considered performing vibration measurements of the propulsion line to see if that is contributing to premature seal failure?
Government Response: Shaft bearing clearances are not required to be taken with the vessel in the water. That was an error on USGS part when writing the specification.
4. Request for clarification in reference to
Solicitation F.2. PERIOD OF PERFORMANCE: The R/V
KAHO is available for delivery to the
Contractor's facility mid-July 2024.... The
Government intends that all work required by the specification will be performed at the
Contractor's facility by December 31, 2024. The vessel will be berthed at the Contractor's facility throughout performance of this work and through the date weather and ice conditions permit the R/V KAHO to transit from the shipyard to home port, whichever is later.
Offeror clarification comments: Please confirm -vessel will only remain at the shipyard through completion of the work and will depart when weather allows, not through 12/31/24. Once the vessel is back in the water, all work has been accepted (including trials), shipyard is not responsible for any additional services beyond providing a lay-berth until vessel departs.
Government Response: Correct, the USGS confirms the vessel will only remain at the shipyard through completion of the work and will depart when weather allows, not through 12/31/24. Once the vessel is back in the water, all work has been accepted (including trials), shipyard is not responsible for any additional services beyond providing a lay-berth until vessel departs.
5. Request for clarification in reference to the solicitation OFFER DUE DATES/LOCAL TIME in block
8 of solicitation.

B. The period of performance start date is hereby changed from 07/08/2024 to 07/22/2024.
