QUOTATION PREPARATION
SCOPE OF WORK FOR TWO DIFERENT TYPES OF TRAWLS
Scope of Work - 39 ft. Yankee Trawls for Fisheries Research on Lake Michigan
Construction and delivery of two (2) 39-ft Yankee bottom trawls per specifications below, two (2) of these will have a ¼” knotless mesh cod end for Lake Michigan. These trawls are used to quantify the abundance and species composition of demersal (bottom-dwelling) fish in the Laurentian Great Lakes.
These are required to replace damaged and unserviceable nets in the Great Lakes Science Center’s net inventory. These nets must be acquired to ensure the center can complete its science mission and fulfill its obligations to key partners, such as the Great Lakes Fishery Commission. Sample nets can be provided to the awardee as a template for net construction; however, for purposes of estimating material and labor costs, net specifications are described below and in the attached cut sheets. Final specifications and cut-sheets for the new nets also must be provided by the awardee.
Net specifications: 39- ft. (2- seam) Yankee Trawl with 39-ft. headrope and 55-ft footrope
• Net made of twisted (black) nylon netting of the following size mesh and thread:
• Top and bottom wings 3 ½” stretch mesh No. 21 thread o Top mesh length: 53
• Square 3 ½“ stretch mesh No. 21 thread upper body o Top mesh length: 30
• Body/Belly 2 ½“ stretch mesh No. 21 thread upper and lower body o Top mesh length: 135
• Head and footropes of 5/8” diameter galvanized combination wire with legs extended 4 feet and wire rope thimbles spliced in at each end
• Wing ropes of 3/8-in. diameter braided nylon rope rigged down each seam, beginning at wing tips and extending downward through cod end
• 7 - 8” Hi-impact Plastic floats spaced evenly at center of headrope
• 3/16" galvanized chain hung loop style off footrope.
• Upon completion, net treated with green or black preservative

(d) Comptroller General Examination of Record. 52.000S-5079 Technical Liaison - Technical Direction (Oct 1997)
(a) The performance required herein shall be subject to the technical direction of the Technical Liaison
(TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government. Only a warranted
Contracting Officer is authorized to obligate funds on this or any other contract action.
(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical
Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers to exceed the above limitations.
(d) The Technical Liaison assigned for this contract is: Will be provided at time of award.
(e) Only the Contracting Officer may designate a different Technical Liaison.

DOI ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - INVOICE
PROCESSING PLATFORM (IPP) (APR 2013)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet
Payment Platform System (IPP). "Payment requests" means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
The vendor shall upon invoicing through the internet payment platform, attach a copy of their regular vendor invoice by utilizing the attachments feature on the lower right-hand corner of the invoicing screen to substantiate requests for payment. The vendor invoice shall be readable in Microsoft Excel, Adobe
Acrobat (.pdf) or Microsoft Word.
FAR 32.905(b) outlines a Proper Invoice to include:
1. Name & address of the Contractor.
2. Invoice date & number.
3. Contract number, contract line item number and, if applicable, the order number.
4. Description, quantity, unit of measure, unit price and extended price of the items delivered.
5. Shipping number and date of shipment including the bill of lading number and weight of shipment if shipped on Government bill of lading.
6. Terms of any discount for prompt payment offered.
7. Name and address of official to whom payment is to be sent.
8. Name, title, and phone number of person to notify in event of defective invoice.
9. Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
10. Any other information or documentation required by the contract.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date.
