SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey (USGS) is conducting a MARKET SURVEY to determine the interest and capability of any small business firms eligible to compete under NAICS code 541620 (Environmental Consulting Services), with a small business size standard of 19 Mil. USGS is seeking sources for leadership and support for examining the performance of the various options of the water management model of the Milk-St. Mary River system.
Critical to examining the performance of the various options is a water management model from the headwaters of the St. Mary River, to the mouth of the Milk River near Nashua, previously developed by the Bureau of Reclamation and Montana Department of Natural Resources and Conservation (DNRC) using the proprietary RiverWare river system modeling software. The model represents the various components of the river system (rivers, reservoirs, canals, diversion structures, etc.) as objects, and uses rules to simulate operations of the system according to water availability and water rights. The RiverWare model is needed to investigate the potential of water management options, both administrative and structural, to improve each country’s access to its share of water, under existing conditions and future climate conditions. This will be accomplished by coding new rules for water accounting within the bounds of the Treaty and Order and adding in new infrastructure (such as reservoirs or alternative conveyance) that has been prioritized by the Study Board. Without this model completed, the study will not be able to provide a U.S. based perspective of the changes to available streamflow based on administrative and structural options, and the USGS will not be able to adequate fulfill its responsibility to the U.S. State Department.
The USGS is in need of a contractor to assist the IJC Study technical team, and specifically the Reclamation and DNRC modelers, with trouble-shooting the RiverWare model, coding the model for various administrative and structural options, and with running and managing model input and output files for future water supply and water management scenarios.
