About this file

This document is a set of Questions and Answers related to a Request for Quotations (RFQ) for Acid Vials Containing Acid Solutions for the National Water Quality Laboratory (NWQL) in Denver, CO.

The key details are:

  • The RFQ requests a "bottom fill" approach to minimize splashes on the vial rim. The agency provided clarification that the nozzle should stay above the fluid level during filling.
  • The RFQ requires the vendor to apply a label "on the union of the cap and vial" for all three products. The agency provided examples of acceptable label placement.
  • The RFQ requires packaging the 24 vials in DOT-approved Styrofoam boxes, with shipment at ambient conditions preferred.
  • The RFQ specifies a controlled room temperature storage requirement of 15-30°C, and indicates GHS compliant labeling is required.
  • The RFQ has inconsistent fill tolerances between the first and third products (2.0 ± 0.2 mL vs 2.0 ± 0.1 mL), which the agency confirmed is correct.

RFQ 140G0224Q0106

Acid Vials Containing Acid Solutions for National

Water Quality Laboratory (NWQL), Denver, CO

1. Question #1:

“The bid requests a “bottom fill” approach to minimize splashes on vial rim. Please provide clarification for “bottom fill” expectation. (i.e., “bottom-up filling” is interpreted as the nozzle dives down to the bottom before beginning the fill cycle, and the nozzle slowly rises up to stay above the fluid level as the vial fills, or “bottom-filling” is interpreted as the tip of the nozzle stays at the bottom throughout the fill so it would be submerged at the end before retracting, or is it acceptable for the nozzle tip to dive anywhere below the top of the vial but above the fluid level)”

USGS’s Response:

The nozzle should stay above the fluid level

2. Question #2:

“The bid requests we apply the label “on the union of cap and vial” in only one of the three products.

a. Does this specific labeling request apply to all three products?

b. If so, would this type of label be sufficient? Label over cap and down two sides of vial.

c.

d. If label type is unacceptable, may an example image be provided of the vial/cap union labeling so that we understand the request?”

USGS’s Responses:

-Yes, this applies to all three products.

-Yes, as long as all the information required is on each label.

-Examples of how we currently recive the vials below.

3. Question #3:

“The bid requests that we package 24 vials into “a DOT-approved Styrofoam box which accommodates 24 vials. Each package shall be designed to guard against breakage and leakage.”

a. Since DOT-approved Styrofoam boxes may not be available, please confirm Styrofoam boxes that accommodate 24 vials can be shipped in

DOT-approved secondary packaging?

b. The bid did not indicate a shipping temperature. Will shipping be ambient conditions? If not, please specify the temperature range to use for shipment.”

USGS’s Responses:

-Yes, styrofoam boxes that accommodate 24 vials can be shipped in DOT-approved secondary packaging.

-Yes, Shipping items at ambient conditions is preferred.

4. Question #4:

“Please confirm the product storage temperature range. Is controlled Room Temp

(15 °C to 30 °C) required or is ambient sufficient?

a. Should the storage temperature be indicated on the vial label?

b. Is GHS compliant labeling required for these products?”

- Yes the product storage temperature is controlled Room Tep (15 °C to 30

°C)

5. Question #5:

“The first product (nitric acid) has a fill tolerance of 2.0 ± 0.2 mL; however, the third product (hydrochloric acid) has a fill tolerance of 2.0 ± 0.1 mL. Please confirm the inconsistency between fill tolerance is correct.”

-Yes, the difference between the two items is correct.
