SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD
NGWOS project at the Mason County Tree Nursery. Rapid Creek Research, Inc does not have any contracts with the GSA. There are no authorized resellers for the RCR HPFM. Rapid Creek Research is the sole proprietor for the technology for the HPFMs.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
The requestor contacted as they are another manufacturer of HPFMs – their equipment is not currently compatible with CMWSC needs and would have been nearly triple the cost, for the equipment. The requestor found no other companies that produce HPFMs while reviewing industry web sites and publications.
9. Future Plans to Permit Competition.
After this initial lease, The Central Midwest Water Science Center and in the event that more HPFMs were needed, we will conduct current market research to determine if any other companies offer the salient features required, specifically the ability for the unit to be fully powered by solar, proven long-term deployability and compatibility with Campbell Scientific Data Loggers with real-time data.
The NGWOS program is working with engineers at to design a similar HPFM, but it will not be available for several years, but may be an option for subsequent contract requests.
10. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on a sole source basis.
11. Certifications from the Contracting Officer:
a. Price reasonableness will be based on Rapid Creek Research’s current price list and paid invoices.
b. This justification is accurate and complete to the best of my knowledge and belief.
