SALIENT CHARACTERISTIC FOR CHEMICALS AND ORGANIC BLANK WATER

A. Introduction:

The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL) has a requirement for various types of chemicals and organic blank water for use in Water Resource Discipline (WRD) water sampling and testing program.

B. Background:

The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL) has a requirement for various types of chemicals and organic blank water for use in Water Resource Discipline (WRD) water sampling and testing programs. The USGS, WRD, and NWQL strive to maintain national consistency in all of the environmental samples collected by their personnel. The scientific analytical data from these samples is available and presented for use by other agencies and the public. It is extremely important that the supplies acquired hereunder be of high quality and will continue to provide consistency with the data that has been obtained, in some cases, for over a decade. Consistency in data is critical for the NWQL and USGS programs across the country for which the Lab does analysis, and only high-quality items will allow for this. Unlike commercial labs, the NWQL, and the USGS programs they support, monitor trends in the data. In addition, the organic blank water is also provided to field personnel through the National Field Supply Service (NFSS) for use in rinsing collection bottles, equipment blanks, and field blanks.

C. Scope: This specification covers the requirement for chemicals and organic blank water required by the NWQL to conduct their analysis. During the performance of this contract, the Government may add or delete items from the contract based on the changing needs of its sampling and testing programs.

D. Requirement: Salient characteristic reflects the characteristics and level of quality that will satisfy the Government’s need for chemicals and organic blank water.

High purity reagents are critical for the trace level analyses that are performed at the NWQL. The intended uses of each product are partially identified through the grade of the chemical. Equivalent grades may be acceptable as long as the requirements specified below are met. For many of the NWQL’s current products, these grades are defined as follows by the respective manufacturer:

B&J Brand For HPLC, GC, pesticide residue analysis, spectrophotometry and combinatorial chemistry.

HPLC Gradient Grade Solvents tested for suitability in HPLC applications.

GC2 For capillary gas chromatography applications requiring trace analysis at or below the part-per-billion level.

BAKER ANALYZEDTM A grade of high-quality chemicals for laboratory and specialized industrial use. The quality of many BAKER ANALYZEDTM Reagents meet or exceed the requirements set forth by the America Chemical Society (ACS). These products are designated BAKER ANALYZEDTM ACS Reagents.

BAKER INSTRA-ANALYZED® Acids and standards that are purified and characterized for use in trace element analysis.

BAKER ULTRA RESI-ANALYZED® Ultra high purity solvents and salts developed for organic residue extraction / concentration procedures. These solvents are fully characterized and lot controlled by ECD, FID, or other method-specific detectors. Advanced stabilizer systems are incorporated to ensure solvent stability and superior performance. Solvents are suitable for exacting EPA sample cleanup protocols.

ACS Grade Meets or exceeds ACS specifications. For general analysis and procedures requiring stringent quality specifications.

Reagent Grade Meets Reagent Specifications for testing USP/NF monographs.

Brand names and part numbers will be determined upon award of the contract and must remain consistent throughout the duration of the contract. Any changes must be agreed upon with the Government and subject to QA testing at the expense of the contractor.

Quality Assurance:

The acceptability of items delivered hereunder will be determined as follows:

(1) For Chemicals: Based on the manufacturer’s expiration date for each respective chemical, the chemical shall not expire within the time specified in the table below from date of delivery to the NWQL. All chemicals shall meet or exceed the manufacturer’s acceptance levels.

Minimum expiration of each supply upon arrival at the NWQL:

Supply Minimum Expiration Additional Comments

Phosphoric Acid 6 months

Water 11 months ▪ Annual quantity shall be from one lot / batch. See Delivery Terms for Water Only.

▪ Initially submit 4-4L bottles for QA testing and approval of lot.

▪ See 15-working day justification for QA testing and acceptance / rejection.

Sodium Chloride 1 year

Dichloromethane 6 months ▪ Initially submit 1-4L bottles for QA testing and approval of lot.

Acetone 6 months

Acetonitrile 6 months

Ethyl Ether 6 months

Methanol 6 months

Isopropyl Alcohol 6 months

Toluene 6 months

Chloroform 6 months

Hydrochloric Acid 6 months

Hexane 6 months ▪ Order must be from one lot / batch.

▪ See 15-working day justification for QA testing and acceptance / rejection.

Nitric Acid 6 months

Sulfuric Acid 6 months pH Indicator Strips None

(2) For Hexane and Dichloromethane: Based on the manufacturer’s expiration date for each item (Hexane or Dichloromethane), the item shall not expire within the time specified above from date of delivery to the NWQL. All items shall meet or exceed the manufacturer’s acceptance levels.

Upon delivery of the Hexane and Dichloromethane, the NWQL may conduct tests to ensure items meet specifications.

(3) For Water: The NWQL will conduct in-house quality assurance (QA) testing for each lot out of which the Contractor shall be using to fulfill NWQL requirements. The following procedure shall be followed for the QA testing. The Contractor, prior to delivery of the first quantities for a contract period, shall deliver a case (4-4L bottles) to the NWQL for QA testing by NWQL methods. The QA testing is anticipated to take fifteen (15) days. Once QA testing is completed and the supply lot is deemed acceptable, the Contractor will be notified. In the event the submitted sample is not acceptable, this process shall be repeated. See “Delivery Terms For Water Only”, following. In the event a new lot must be used to fulfill NWQL requirements within a contract period, samples from the new lot shall be submitted to the NWQL for QA testing following the above procedures.

(4) Once the contract has been awarded, no changes to the brand name or part number may be provided without approval of the NWQL and with extensive testing to ensure comparability at the cost of the supplier.

(5) A printed copy of the safety data sheet (SDS) shall be included for each constituent within each order.

(6) Each constituent shall be of sufficient quality to support the detection / reporting limits attainable by the NWQL for all applicable methods. The applicable NWQL analysis schedules (methods) are identified in the specifications for each constituent. A list of all methods and current detection / reporting limits is provided in the tables below.

Table of parameters, schedules and reporting limits for NWQL organic methods that will be utilizing some of the constituents supplied hereunder. The relevant constituents may be subjected to testing at the NWQL to show that it contains target analytes for the respective schedules at less than one-half the NWQL’s reporting limits.
