SPECIFICATIONS

The Animal Isolation Wing (AIW) of the Tight Isolation Building (TIB) located at the National Wildlife Health Center (NWHC) houses a variety of animal species both from the wild and research animal vendors. These animals both come into the facility with potential pathogenic diseases as well as get infected with a variety of infectious diseases for research purposes. In our attempts to reduce the aerosolization of pathogens and allergens, cross contamination, and transmission between animals, as well as meet the current standards of working within biocontainment facility, we are seeking to purchase an individually ventilated caging (IVC) rack system for the smaller species we use within the AIW. Species that come into the AIW are either openly housed on the floor or within static caging on shelves. Housing animals in static caging allows for allergens and pathogens to be aerosolized in the room, increases relative humidity within the cage, and has elevated CO2 (carbon dioxide) and NH3 (ammonia) levels. The use of IVC racks maintain lower levels of both CO2 and NH3, lowers the humidity in the individual cages, and greatly reduces the spread of infectious agents and allergens by maintaining the cages with positive pressure. Room air is sucked in through a supply motor that contains a HEPA (high efficiency particulate air) filter, spread throughout plenums within the rack system, and is finally released into the cages through an air grommet. The air gets circulated within the cages and is drawn out through a separate port through the force of an exhaust motor that pulls the dirty air through separate plenums. Once the air reaches the exhaust motor, it goes through another HEPA filter before either being released back into the room or ducted through to the buildings exhaust.

Due to the variety of animal species and sizes, we are looking for a single caging system that allows for versatility by having at least two different cages to be placed on the rack at the same time. Every cage slot should be able to handle one size, and then allow for a conversion to fit a larger size cage. These two different cage sizes should be able to handle mice, rats, hamsters, and guinea pig-sized animals. This allows for larger groupings of animals prior to infectious work and then for the separation into smaller groups and cages for the experimental portion, or just the use of two different species.

For the rack and cages, we are requesting a ventilated cage system, Brand or Equal to a Lab Products One Cage 2100 with the following specifications:

• Quantity – 1, with an option to purchase a second rack at time of award.

• The rack should be either single- or double-sided rack that can hold a minimum of

45 smaller cages or 24 larger cages, or a combination of the two.

• The rack, HEPA filtered air units, cages, lids, water bottles, food hoppers, and enrichment device all included and shipped together.

• The ability to purchase additional caging equipment for future needs from the same company that will fit the caging being requested.

• The smaller cage should be a minimum of 75 in2 and the larger cage should be a minimum of 200 in2.

• Both cages should be able to house mice, rats, hamsters, and guinea pigs.

• The air supply should be mounted within the footprint of the rack to save space.

• All components of the rack and cages need to be autoclavable (excluding the motors and accessories).

• Animals should be housed in a positively protected HEPA filtered environment.

• The rack should be negative to the room.

• There should be a visual indicator that the cages are properly docked.

• That rack should be economical, ergonomically, and efficient to move and maintain.

• Air exchanges within the cage should not be jeopardized by reducing the total number of cages on the rack.

• The rack should be able to be filled entirely with one sized cage, entirely filled with the alternate sized cage, and be able to have a combination of both cages on the rack at once.

• The motors display should accurately represent the airflow pressure, temperature, pre-filter life, fan running time, and alarms and service conditions for the rack.

• Air docks should be National Institutes of Standards and Technology certified.

• Rack should meet or exceed the Institute for Laboratory Animal Research Guide recommendations.

• The microisolator cages should have a full filter area allowing for natural air convection in the event of a facility power outage.

• Cages should revert to a static cage condition in the event of a power outage causing the power units shut off.

• The option to obtain a UPS battery power system to maintain rack ventilation during power outages should be available for consideration and possibly future purchase.

• Exhausted air from the cage should be met with room air when being drawn into the exhaust plenums to ensure no potentially contaminated air is being removed from the cage and released into the room.

• Removal of cages should not interrupt the balanced airflow to and from the individual cages remaining on the rack.

• The rack is not required to be connected to the facility HVAC exhaust system.

• Cages should have minimum cage components for ease of use and cleaning.

• Animals housed on the rack should be isolated from people, people in the room should be isolated from the animals, and the animals should be isolated from the other animals on the rack.

(a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial products and commercial services:

1) 52.203-19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements (Jan 2017) (section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions)).

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
