About this file
This document contains questions and answers regarding a federal contract opportunity for new fence replacement. The opportunity involves removing an existing damaged combination of wire fabric and chainlink fencing with barbed wire totaling approximately 5,740 feet and replacing it with a single perimeter fence. Key specifications include using aluminum fencing materials that are non-ferrous in a 300 foot exclusion zone, incorporating two-inch magnetic breaks at five locations along the fence, and a minimum height of seven feet for the no-climb mesh and entire fence. Questions address details such as post caps, hardware requirements, soil conditions, and whether concrete footers are needed for all posts. The solicitation number is 140G0223B0001 for the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

Questions and Answers
1. What type of fence needs to be removed?
The existing fence is a combination of wire fabric and chainlink fencing with barbed wire. Numerous areas have been damaged due to trees falling on the fence or animals hitting the fence.
2. Could I get details for magnetic breaks?
There need to be two-inch breaks in the fence as shown in Figure 6 of the work statement. A total of five breaks need to be incorporated into the fence as shown in Figure 1. There need to be two gaps on the north fence section, one on the east fence section, and two in the south fence section. See Task 6 and Figure 6 of the work statement for more information.
3. How tall of no climb fence?
The no-climb mesh shall be at least six feet high. The entire fence shall be seven feet tall.
4. It says aluminum no climb. Is that correct? Also what is barbed wire to be aluminum?
The fence mesh in the exclusion zone (see Figure 2 of the work statement) needs to be made of aluminum because that section of fence needs to be non-ferrous (meaning non-magnetic). The barbed wire in the exclusion zone shall also be aluminum for the same reason. Outside of the exclusion zone, the fencing does not have to be aluminum, but the appearance should be consistent along the entire fence. All material to be used in the exclusion zone shall be submitted for review by the facility manager or technical representative.
5. Please send details of the post cap.
There is no post cap hardware. Reference to the cap in the work statement means the top of the post.
6. Are all hardware staples, screws, hinges to be metal?
Yes, metal hardware is acceptable, but the hardware must be non-ferrous (meaning non-magnetic) in the exclusion zone (see Figure 2 of the work statement). All material to be used in the exclusion zone shall be submitted for review by the facility manager or technical representative.
7. Regarding the final product, can you please confirm if the final product will be one fence or two? Also is this the best representation of the desired finished product?
The fence is one perimeter fence with 2 inch gaps in certain sections. This is shown in the figures of the work statement.
The specifications and various requirements for the fence are all listed in the work statement and figures. The fence is to be 7 foot tall as stated in the work statement.
8. We are not sure if the final product needed is actually a 9ft fence using the materials listed or a 7ft fence as the SOW states.
The fence is to be 7 foot tall as stated in the work statement.
Questions and Answers
9. Do you have a spec for the aluminum fencing?
No specifications for the aluminum fencing have been given. Fencing needs to conform to the requirements described in the work statement.
10. For the magnetic line breaks, what is the size and frequency spec for the aluminum bracers in between the two posts?
There need to be two-inch breaks in the fence as shown in Figure 6 of the work statement. A total of five breaks needs to be incorporated into the fence as shown in Figure 1. There need to be two gaps on the north fence section, one on the east fence section, and two in the south fence section. See Task 6 and Figure 6 of the work statement for more information.
11. What is the soil type?
The soil type is believed to be consistent with the surrounding area. Vendors can examine the site conditions during a site visit.
12. Are concrete footers required for all posts or just for the aluminum? NRCS fencing standards don’t recommend concrete for wooden posts driven 30% into the ground unless in very unstable soils. Concrete doesn’t increase longevity of the treated posts due to exposure, concrete can provide stability in the most unstable soils.
Please see Task 4b of the work statement.
13. Are the aluminum anti climb, non- ferrous staples, and non-ferrous hardware only required within that exclusion zone? Would a poly plastic type mesh be acceptable for the 300’ exclusion?
The fence mesh in the exclusion zone (see Figure 2 of the work statement) needs to be made of aluminum because that section of fence needs to be non-ferrous (meaning non-magnetic). The barbed wire in the exclusion zone shall also be aluminum for the same reason. Outside of the exclusion zone, the fencing does not have to be aluminum, but the appearance should be consistent along the entire fence. Utilizing poly plastic type mesh would not be acceptable in the exclusion zone because the look would not be consistent with the rest of the fence. All material to be used in the exclusion zone shall be submitted for review by the facility manager or technical representative.
14. The post height will be 7’ tall, is the no climb wire okay to be 6.5’ tall?
The no-climb mesh shall be at least six feet high. The entire fence shall be seven feet tall.
15. I assume posts need to be set in concrete and not pounded via hydraulic post pounder due to the need for being treated where they meet ground contact?
Please see Task 4b of the work statement.
16. My contractor performed measurements at the site, and he came out to around 5,200 feet. The solicitation calls for around 5,700 feet. Are you able to confirm or is this (5,740) just an estimate?
The 5,740 feet came from a previous condition assessment at the site and may not be exact. Vendors can examine the site conditions and complete measurements during a site visit.
