About this file

This solicitation seeks commercial airborne electromagnetic and magnetic survey data collection services to map hydrothermal and magmatic systems in Hawaii. The U.S. Geological Survey requires 2000 line-km of airborne electromagnetic and magnetic survey data over Kilauea and Mauna Loa volcanoes from May to August 2022. Deliverables include raw and processed data, survey reports, and quality control documentation due 45-90 days after survey completion. The estimated contract value ranges from $400,000 to less than $500,000. Questions and answers clarify allowable equipment, survey timing and deliverable requirements.

Solicitation 140G0222R0010 Amendment 0001 Attachment 4 Questions and Answers 01 to 07 Questions in Black, Answers in Red.

1. Is flying to occur May 1, 2022 – August 31, 2022?

Yes, to occur outside of Nene nesting season--this is a requirement from HAVO. Flying in the areas outside of HAVO could occur outside of this time period.

2. Are final reports within 45 days of completion of flying or no later than September 30, 2022?

The Government will allow 45-90 days after flying is completed to deliver a final product and then allow 1-2 weeks for USGS to approve the final delivery or go back with questions/changes/requests.

3. In the documentation the SOL indicates under item 0020 Task 2 indicates Delivery 02/13/2023 and the period of performance is 05/01/2022 to 08/31/2023. Also, item 0030 and 0040 indicates delivery 02/13/2023. Also, under B08 document under Task 1 requirement it says time standard for mobilization is before September 2022.

Dates in the solicitation are estimated. Mobilization obviously needs to occur before the survey starts. The main thing it that the survey occurs within the May-August time frame approved by HAVO as the bulk of the survey occurs, over the park and that reports are delivered 45-90 days after flying has ended, with time allotted for back and forth with USGS on the data quality, if necessary, after that.

4. Are baro and radar altimeters required? This is indicated several times in document B08 within the equipment (2.2.1) and deliverables (4.1.2).

No, as long as there is a laser altimeter.

5. Under 2.2.1 g) there is an indicate that all altimeters shall be mounted on the airframe for a towed system. Is the airframe the EM loop or the helicopter?

The ideal is to have the laser on the loop itself. less ideal (but probably acceptable) is for the laser to be mounted on the helicopter. this can introduce more error since the loop is moving relative to the helicopter and unconstrained. It is unacceptable to not even use a laser altimeter (relying only on the radar altimeter).

6. Under 2.2.1 l) The requirement that “A sample of measured high-altitude (system response) data collected with the system to be employed shall be provided to the USGS at least 1 month in advance of the test flight”. Does this have to be data collected from within the 1 month to startup of the Hawaii program – we’re concerned with shipment to Hawaii this may be impossible to guarantee.

No - the sample high-altitude data does not need to be over the survey area. However, the Government requires the sample data for the same system that is to be used for the actual survey.

7. Under 2.2.1 there is mention of deleting flight line-kms. Can the 2000 line-km minimum be maintained?

Yes the 2000 line-km minimum can be maintained.
