B. The questions and their answers are as follows:

1. The stipulated transport time is 14:30-15:00 and 22:00-23:00hrs. Does this mean that we will dedicate the boat and captains time from 14:30 to 23:00 and/or 7:00 in times of overnight stay at Cocos?

A. No, the captains are free to leave and do other activities during those times. They can also stay, but we will not be compensating them extra for doing so.

2. In times of overnight stay at Cocos where we will pick them up at 7:00hrs, are still to transport them back to Cocos at 14:30-15:00?

A. Transportation can have some level of flexibility based on reasonable working conditions. It is unlikely that this scenario would be requested, as camping will be periodically done to avoid daily boat transportation.

3. Is there a dedicated mooring area at Merizo pier for this project already? If not, should we consider mooring charges?

A. No, personnel are delivered directly to the shore. Boat captains are asked not to moor at a pier due to biosecurity concerns and the possibility of transporting brown tree snakes.

4. Is there any minimum compensation should the project or contract be dissolved or discontinued due to Client's reasons?

A. No. The contractor will be compensated only for the services provided.

5. Is there any cost consideration for emergency transport service outside the stipulated time?

A. USGS understands that emergency transportation with minimal notification may have additional fees.

6. Will this charter service require a Deckhand?

or Just the boat driver?

A. Only a boat driver is required.

7. What are the highlighted sections on Page 15 of 17?

A. The highlighted sections on part of FAR

Provision 52.204-24 that needs to be read, completed, and returned as part of the bid package.

8. When should invoices be sent? Every two weeks, monthly?

A. Either bi-weekly or monthly is acceptable.

9. When the USGS crew are on Coco's (not camping) it appears that the hours are covered in points 4 and 5 and the operator would be available for emergency pick up. There does not seem to be a provision for when they are camping.

When they are camping would one need to have a captain on call in Merizo village, with the vessel in the water in case of an emergency pick up requirement? What is meant by being capable of completing an emergency pick up?

A. Emergency pick-up is meant to cover situations in which moderate medical situations require personnel to be removed but would not immediately warrant calling coast guard (for example, sprained ankle, heat fatigue, inclement weather such as tropical storms).

10. Are there any other required documents that need to be submitted with the RFQ?

A. 1) Coast guard certification with a Captain¿s license. 2) FAR Provision 52.204-24, highlighted sections filled in.

11. Will we need to provide security costs for the boat at the marina while waiting for the pick-up and drop off times or during standby times? Or is there a security provided by you already?

A. USGS will not provide security or cover any costs associated with security or the use of a

Marina.

C. The On Site Point of Contact is hereby changed from Patrick Barnhart to Logan Huse and will be reflected in the final award.

D. All other terms and conditions remain unchanged.
