A. The purpose of this amendment is to share all questions and answers received through
05/07/2021 and remind vendors about their responsibility to submit complete bid packages in response to this solicitation.
B. Questions and answers (Q&As) received through 05/17/2021 include the following:
Question 1: Will this be a bid in which all of the line items must be bid on, or only those in which a vendor can supply?
Answer 1: In response to your question, the subject solicitation is not all or nothing.
Please note that all line items listed in the solicitation must have a response from the
Offeror to confirm which analytes can or cannot be supplied (see pages 2 and 7 of

140G0221Q0050/0004 solicitation). Attachment I includes a column titled Offeror Can or Cannot Supply Analyte/Mix?
(Yes or No) under each tab.
Question 2: My customs group wanted me to ask if there were any mixes on the RFQ that were of higher level interest than others? We are scrambling to get all of them priced out in time, but wanted to be sure that we prepared pricing for mixes that were of particular interest.
Answer 2: The USGS needs them particularly for the hormones and Pharmaceuticals (4434 and 2440).
Question 3: My chemist asked me to reach out to you to clarify the units of measure on one of the mixes in particular. Mix 2447 has units of ug/mL which is PPM (parts per Million). We would like clarification if this should be PPB (Parts per
Billion) or even PPT (Parts per Trillion) for some of the analytes. Per my chemist, we probably could not make PPM level products and even some
PPB may be a challenge. Can you let us know on this?
Answer 3: We would appreciate a quote with the units presented and the analytes that can be met please.
Question 4: We would like to know if grav prep is okay on these?
Answer 4: Yes, grav prep is ok.
Question 5: What ballpark pricing they expect or budget?
Answer 5: Disclosure of the magnitude of the estimated price range is limited to construction projects which does not apply to the subject solicitation.
Question 6: Here are some questions my company has for the end user.
Method 2033 Mix 1
We do not offer Phorate Oxon, 2600-69-3 or
Phosmet Oxon, 3735-33-9, so these will not be offered in this standard.
Method 2033 Mix 2
Desulfinylfipronil Amide is not available and will not be offered.
Also, cis-Propiconazole, 112721-87-6 is not available, but we can offer Propiconazole, Continued ...

60207-90-1 if the customer would like to use this material in its place. Now, there is a second piece to this¿ In 2033 Mix 3 they have listed trans-Propiconazole, so if we add Propiconazole in Mix 2 I doubt that they will also want this in
Mix 3. So, our recommendation is to put
Propiconazole in Mix 2 and leave it out of Mix 3.
Method 2033 Mix 3
We would not be able to offer Azinphos-methyl oxon, 961-22-8 and also trans-Propiconazole, as mentioned above. Again, we could offer
Propiconazole (which is the mixture of cis and trans) in Mix 2.
We also reviewed Method 2440 Mix 1, 2, and 3 and there are too many that we do not carry, so we will not be offering a quotation for these 3 standards.
Please let me know if this would work for the end user?
Answer 6: All line items listed in the solicitation must have a response from the
Offeror to confirm which analytes can or cannot be supplied (see pages 2 and 7 of solicitation).
Attachment I includes a column titled: Offeror
Can or Cannot Supply Analyte/Mix? (Yes or No) under each tab. Please quote with what is available and note what is not available.
Question 7: My supplier has some more questions on this:
- As for 2447, this mixture would be too concentrated. Could you confirm of ug/ml to ng/ml? If the concentration for each of these is at ng/ml (instead of ug/ml) we could offer, otherwise it does not look possible that this one could be soluble and/or feasible to make. Please see if they could accept these at the ng/ml concentrations?
The following materials/components are not available:
- In 4433 Mix #1-
- 4-Octylphenol monoethoxylate, 2315-67-5
- 4-Nonylphenol monoethoxylate, 68412-54-5
- We will offer our quotation without these 2 components
- In 4433 Mix #2
- Diethyoxynonylphenols, 26027-38-3
- In 4433 Mix # 3 -
- Acetyl-hexamethyl-tetrahydro-naphthalene, Continued ...

21145-77-7
- 4-Octylphenol diethoxylate, 2315-61-9
- We will offer our quotations without these components for each Mix.
Answer 7: Attached is the spreadsheet with some adjusted concentrations ... The first four tabs have new updated levels. Note: The concentrations were updated for the first four tabs because of the vendor questions and comments. Please quote with a list of what analytes can or cannot be provided. Note: The changes made to the
Attachment I spreadsheet are documented in
Amendment 0002 for this solicitation.
Question 8: Here are some additional questions on this RFQ?
- In 4440 Mix 3 they have p-Xylene listed twice.
Since this material co-eluates with m-Xylene I am not sure what they want for a final concentration for p-Xylene in this mixture? Can they confirm final concentrations for p-Xylene, m-Xylene and o-Xylene, just so we have it correct on our offer.
- As for 5433, 6434 and 8093, these mixtures are too low in concentration for us to offer and be stable, therefore we will not be offering quotations for those.
Answer 8: The USGS needs to get the total of m & p -xylene at 1.60 in which ever form they have, also o-xylene at 0.64 ug/mL please.
o-Xylene 95-47-6 0.64 m-Xylene/p-Xylene 1.60
Please specify what compounds, mixes, or sets can and cannot be provided.
Note: The changes made to the Attachment I spreadsheet are documented in Amendment 0002 for this solicitation.
Question 9: We have additional questions, do you have the end user for the request? We do have a lot of questions. Also we received the Attachment
1 and the Quote 2. Can you help us with which one should take priority?
We started Attachment 1 - below is additional info we would like:
- Method 2033 Mix 1 - We do not offer Phorate Oxon, 2600-69-3 or Phosmet Oxon, 3735-33-9, so these will not be offered in this standard.
- Method 2033 Mix 2 - Desulfinylfipronil Amide is not available and will not be offered.

Amendment 0002 for revisions to Attachment I for your response to the subject RFQ. If any other changes are made to Attachment I, a new amendment will be posted as required.
Please provide a quote for what can be provided and notate what cannot be provided. For 2033
Mixes please do not provide a technical mixture of Propiconazole, just list as not available.
Question 10: What are the exact changes to the attachment? Is there any way to know what the exact changes are?
Answer 10: The original spreadsheet had ten (10) tabs and the new updated version has seven (7) tabs (The USGS Technical Liaison removed the sediment tabs and that is why the updated spreadsheet has seven (7) tabs).
Also, the concentrations were updated for the first four tabs - updated by USGS Technical
Liaison with new levels for first four tabs.
Please make sure you use the most recent
Attachment I revision that was issue under
Amendment 0002 when preparing a response to this solicitation.
Question 11: We have a question on the 2447 - #2
a. 2440 - these will not be quoted due to the lack of material availability. We do not offer most of these thru our custom program, therefore we will not be offering a quotation.
b. 2447 - The concentration of some of these components are too high for solubility. Can you find out if they have ever made or purchased these at these levels and if so, can they provide how they were prepared? We would be able to provide these if some of the components were 100 times lower in concentration.
Answer 11: We have not ever asked for these high of concentrations before. Please provide what analytes you can.
Question 12: Can you please provide an estimated quantity annually?
Answer 12: We do this once a year. We need the estimated quantity stated in row 1 starting in column F.
