PERFORMANCE-BASED WORK STATEMENT

Background The Department of the Interior (DOI) U.S. Geological Survey (USGS) Advanced National Seismic System (ANSS) National Earthquake Information Center (NEIC) at USGS Hazards Team, Golden CO has the unique mandate to produce rapid estimates of global earthquake location, magnitude, and other source properties. This information is given to state, federal, and international emergency management and civil defense agencies; groups operating critical public facilities such as dams, power plants, and railroads; government public information channels; national and international news media; scientific groups and private citizens. For damaging earthquakes in foreign countries, the information is passed to the American embassies and consulates in the affected area and to the United Nations Department of Humanitarian Affairs. More than 1,000 different agencies are notified when a significant earthquake occurs. To insure the quality and the relevance of earthquake information, new research results and products, as well as technological advances in data acquisition and processing, must be continually developed and adapted to routine use.

The mission of the NEIC and supporting subsystems is to acquire, process, and organize seismic field data in real-time, to rapidly exchange field data and earthquake products internally and with other data centers, and data analysis in support of:

1. Accurate and reliable rapid earthquake response,

2. Comprehensive post earthquake support, and

3. Complete, well-documented earthquake research data sets.

The NEIC is expected to support an integrated, national monitoring environment. Note that this potentially includes monitoring at all seismological distance scales (local, regional, and teleseismic) based on data from fixed and portable seismic and strong motion networks.

To facilitate this mission the ANSS NEIC has developed a seismic processing system called “Bulletin Hydra” (Hydra). There is an ongoing effort towards improving the completeness, reliability, and timeliness of seismic information available from the ANSS NEIC. There is also a parallel effort to modernize Hydra and make it cloud compatible. As this modernization evolves, the NEIC must maintain the existing system and related subsystems as well as building out the new operational environment. Since the USGS has limited software development resources, the NEIC development will require contracted Hydra database and software developer services to maintain the current system and to review and provide evaluations of plans and implementation of next generation system.

The work required is currently being performed under DOI USGS Contract G16PC00067. Due to the maturity of the system and the strategic direction of the Government, the expected level of effort will be about 60% of the previous contract. The publicly available information on DOI USGS Contract G16PC00067, including the incumbent information, is found at https://www.fpds.gov/ezsearch/search.do?indexName=awardfull&templateName=1.5.1&s=FPDS.GOV&q=ing15pc00067"

SCOPE

Services, non-personal, to provide all equipment, labor, travel, and materials (unless otherwise provided herein) necessary for Hydra database maintenance and development services.

The USGS will provide a laptop and access to necessary internal systems via secure access. The work can be performed on site or remotely.

Required Contractor Tasks with Quality and Time Standards

The contractor shall make modifications to scientific modules that compute detection, magnitude, location, association and other seismic attributes (e.g. dendograms, cross correlation). This includes applying established scientific programming techniques to well-defined mathematical, statistical, engineering, or other scientific problems usually requiring the translation of mathematical notation into processing logic and code. The contractor will manage the code in a version control system. The tasks will be assigned by the Technical Lead (TL) are due within two weeks of assignment. The delivered code must adhere to coding standards, include unit tests for new code, and pass system validation tests.

The contractor shall support testing of scientific modules. This includes gathering information and querying it to support finding meaningful trends in the data. The TL will assign any testing tasks and define the deliverable (report, graph, statistical analysis). The deliverable is due within two weeks of assignment and must pass inspection by TL.

The contractor shall review designs and review the implementation of NEIC systems especially around performance and capability improvements at all seismological distance scales (local, regional, and telesiesmic). The reviews should be a written summary of key findings, and is due within 2 weeks of assignment. The reviews are subject to acceptance by the TL.

The contractor shall maintain existing systems (e.g. Bulletin Hydra (BH), Quality Analysis (QA) Hydra, Portable Array (PA) Hydra, Global Associator) by implementing appropriate bug fixes, making minor performance enhancement, and updating technologies and data conventions as needed. Tasks will be assigned by TL, are due within 2 weeks of assignment. The software must pass existing integration and unit tests include new unit tests where appropriate, and pass system validation (deliver expected results within standard deviation).

The contractor shall diagnose escalated problems in production NEIC systems and shall correct any errors in logic and/or coding. The contractor must respond to escalation within 4 hours and deliver a solution within 2 business days. Delivered code must be in version control and pass any existing unit tests and system validation.

The contractor shall review designs for integrating source data into data management systems; ensuring compliance with data management standards; and recommending new or modified standards to increase efficiency. The contractor shall troubleshoot database and data management problems, such as corrupted data and/or unexpected data volume growth, by identifying the most likely problem sources and recommending solutions.

Qualifications The contractor shall provide a hydra database specialist(s) with at minimum a Bachelor of Science, B.S. or equivalent experience in Computer Science, with 5+ years experience in the following:

· Real-time data acquisition

· Real-time data processing

· Scientific programming

· Database development and data management

· Iterative software development practices

· System testing and integration

· Functional requirements analysis

· Architecture and Design of complex systems

· Supporting software and configuration issues in production, 24x7, systems

· Writing documentation to describe design, algorithms, software installation and operating procedures

The contractor shall provide hydra database specialist(s) demonstrated experience working on waveform processing and analysis systems. Experience with USGS Hydra, PDL, and Edge systems highly desired. Experience with QuakeML, seismic station nomenclature and metadata also preferred. Good verbal and writing skills in English are required to communicate with USGS experts.

ADDING AND DELETING SERVICES/EQUIPMENT.

The Government reserves the right to add or delete advanced technical services and equipment using a bilateral modification to the contract, by mutual agreement with the Contractor.

Adding Items/Services. The added items/services pricing shall not exceed the Contractor's standard catalog or market price, less any discounts provided under this contract or mutually determined to be fair and reasonable.

Deleting Items/Services. Delivery/Performance for deleted goods/services shall end on the date that the Contracting Officer bilaterally agrees to the deletion.

Quality Assurance Surveillance Plan The contractor shall be responsible for quality control if goods/services delivered/performed. The contractor shall complete its quality control measures before delivering results to the Government’s Technical Liaison (TL), Contracting Officer’s Technical Representative (COTR), or Task Order Manager (TOM).

The Government will be responsible for quality assurance. The TL, COTR, or TOM will use the following Quality Assurance Surveillance Plan to assure that the Government is receiving services that meet or exceed the performance and time standards of the Performance Work Statement.
