140G0218R0016 Attachment 4 IT Services Task Order #1

1. Introduction The USGS Geologic Hazards Science Center (GHSC) has an ongoing need for services in Computer and Data Acquisition Infrastructure Administration, Operations and Maintenance and Web and Database Applications and Hardware.

2. Scope The contractor will help document the system (network diagrams), create standard operating procedures, and revise and improve an existing monitoring system (iCinga). The contractor shall work on systems that are complex to plan, configure, and implement. The contractors work shall be integrated within the existing IT operations framework and operating procedures.

The contractor shall:

(1) Develop and maintain a series of network diagrams that illustrate network topology, firewalls, dedicated lines, satellite VPN’s and hubs, and other critical data pathways that contribute to the flow of seismic data and earthquake information (refer to system description in the contract PWS).

a. Comprehensive Network Diagram

b. ANSS VSAT Diagram

c. ANSS Dedicated Lines

d. Denver-Golden LAN

e. ASL Network

(2) Develop (augment existing) Standard operating procedures (SOP) with Continuous Integration/Continuous Deployment (CI/CD) principles for all Tier 1 (earthquake response) deployments.

(3) Reduce failures and downtime by revising the existing monitoring system (iCinga) and implementing a comprehensive three tier (proactive, responsive and diagnostic) monitoring plan for all Tier 1 (earthquake response) deployments.

a. Proactive resource and performance monitoring. Enables response before problems are realized. Example: Watch CPU and memory usage/trends. Establish baseline for when resource usage becomes problematic. Create proactive measures to address these issues before they affect dependent deployments.

b. Responsive holistic behavior-based monitoring. End-to-end verification ensuring deployment functions as expected. Example: Verify deployment is accessible (as appropriate) and, for known input, behaves as expected (eg. returns output, takes proper action) in a timely manner.

c. Diagnostic process monitoring. Provide insight regarding why a deployment may have failed. Example: Ensure servers are running. Ensure processes/services are running. Ensure firewalls are opened. etc...

The first two monitoring components trigger response. The third is used during response in order to help diagnose why the deployment may have failed.

(4) Provide twice-yearly overviews and presentations about new and emerging technologies that can be implemented to:

a. Improve operational robustness.

b. Improve our ability to monitor system health.

c. Aggregate and analyze logs.

d. Improve (reduce) time to develop and deploy software.

3. Technical Requirements The COR will inspect all materials delivered to the government under this contract and determine that they are complete and that the documentation is adequate. If deficient, the COR will issue a short memorandum rejecting the materials delivered. If the materials are deemed unacceptable, the COR will provide complete information detailing the shortcomings. The contractor will be given two weeks from the date of such a memorandum, to correct the shortcoming at no cost to the government.

Quality Assurance Surveillance Plan

Required Service
Standard
Acceptable Level of Quality
Method of Surveillance
Develop network diagrams
Network diagrams are updated and delivered at least once a year.
Network diagrams are correct and accurately represent network topology and both internal and external connections.
COR surveillance.
Review existing pipeline for Continuous Integration/Continuous Deployment and enhance the current SOP’s and practices.
CI/CD pipelines are documented and SOP’s for the development of new CI/CD pipelines are delivered.
Documentation on existing CI/CS pipelines is delivered within 90 days of the contract start date. SOP’s for development of new pipelines is delivered within 120 days of the contract start date.
COR surveillance.
Enhance existing iCinga monitoring system.
New monitors and new monitoring approaches are developed and implemented.
Monitors are re-designed to follow a three-tiered approach (proactive, responsive, and diagnostic). Monitors are constantly evolving and being refined and are integrated into the 24X7 response framework.
COR surveillance.
Present information about emerging technologies or best practices
Training presentations are developed and approved ahead of time.
Training presentations are provided to the COR at least one week in advance of the training. Training/informational sessions are scheduled and provided at least twice a year.
COR surveillance.
