STATEMENT OF WORK:
1 INTRODUCTION
The USGS National Earthquake Information Center (NEIC) requires both preventive maintenance (PM) and emergency maintenance of its computer room air conditioning (CRAC) units.
BACKGROUND
Recent developments have made it necessary to establish a more formal and consistent arrangement for this support. A CRAC system is complex and must maintain delicate balances of air flow patterns, temperature and humidity. A break-down of any of the units can cause irreversible failure of both primary and backup computing components in as little as tens of minutes. The Advanced National Seismic System (ANSS) mission requires continuous unbroken availability of those computing systems on a 24x7 basis, and the CRAC units are vital to this infrastructure. Maintaining this complex cooling infrastructure requires expertise not only with fault analysis and repair of individual CRAC system components, but also in tuning those components to work efficiently with each other.
SCOPE
The contractor shall:
• Provide both preventive and on-call emergency support to maintain a stable and reliable air conditioning environment for the NEIC computer rooms. This includes not only the CRAC units, but their supporting infrastructure, such as humidifiers, de-humidifiers, condensers, coolant lines, etc. PM should include tuning the CRAC system as a whole for optimum efficiency.
• Maintain all components of the CRAC system at a preventive maintenance-level and an emergency-level.
• Provide an emergency 24x7 contact number the USGS technical contact can call in case of after business hours emergency.
• In case of emergency contractor will be on-site within two (2) hours of initial contact.
• Establish a schedule with some flexibility for PM and a two (2) hour time window for emergency response. Seasonal factors require more frequent checks and cleaning
P a g e | 9 during certain times of the year. Six (6) PM’s a year are needed. The breakdown to be one (1) PM every other month.
• Provide a written report to USGS technical contacts no more than 48 hours after each site visit or emergency response event.
• If coolant is added to the system a separate report with the type, amount and date added will be provided.
This agreement shall include all labor needed to work on the units; this will include, but is not limited to: providing preventative maintenance, emergency repairs, and parts replacement.
Parts will be priced separately. Parts, if needed, shall be priced at either the vendor's current established parts price list (less any applicable discounts) in effect at the time of installation or at a rate not to exceed that charged to the vendor's most favored customer for the same item in like quantities, or the current market price, whichever is lower
2 TECHNICAL REQUIREMENTS
4.1 USGS Points of Contact
4.1.1 Technical Contacts
The following USGS IT specialists are responsible for maintaining the computer systems serviced by the CRAC units. The contractor will contact at least one of the individuals listed below before making any changes in the state of the CRAC system(s) that could adversely impact computer operations:
WILL BE PROVIDED AT THE TIME OF AWARD.
4.2 Main System Components and Layout
The contractor shall provide routine preventative maintenance and emergency on-call repair service for the following main system components, including any interconnecting equipment:
• One Liebert DS CRAC unit, Model DS035ADA001280A (CRAC3), and associated Liebert condenser, Model DCDL251-A
• One Liebert CRAC unit, Model FH125AUAAM (CRAC1), and associated with condenser, Model WCS028VG
• One Liebert CRAC unit, Model DH125A-AAEIS911 (CRAC2), and associated Liebert condenser, Model CDL205-A
• Two Humidifirst Mist Free 20 Ultrasonic humidifiers, Model MF-20
• Two pairs of 20" de-ionizing canisters.
The computer area consists of two rooms. The larger room is approximately 900 sq. ft., and the smaller 530 sq. ft. Most of this floor space is raised tile. The computer racks are in the central areas of the rooms in a hot-isle/cold-isle configurations. Cooled air emerges from grid tiles in the fronts of the racks and is expelled through the backs of the computers into the contained hot isle. From there, the heated air rises into the ceiling plenum space and returns to the CRAC units via ducts. The raised floor and ceiling plenum spaces will be separated only by a security mesh. Thus, the CRAC units will, to some extent, share their air volumes and must be maintained to run in balance with one another.
4.3 Preventive Maintenance
4.3.1 Inspections
The contractor shall perform preventive maintenance at least once every other month
P a g e | 10 or six (6) time annually during normal business hours (8 to 5) Monday through Friday.
This will encompass all the computer room CRAC units, condenser units, humidifiers, de-humidifiers, coolant lines, and any other components of the cooling infrastructure necessary to identify problems and information necessary for preventive maintenance. This includes:
• Applying appropriate checks, tests, and tools to assess the state of health of the system.
• Diagnosing any problems found and evaluating the potential for imminent problems.
• Providing quotes for parts necessary to resolve or prevent problems.
• Maintaining a compliment of four (4) de-ionizing water filters for the humidifiers on-site at all times
• Maintaining a compliment of four (4) de-ionizing canister O-ring gaskets on-site at all times.
The contractor shall work with the NEIC Technical Contacts to establish more frequent visits for high risk times of the year, based on changing conditions during those times.
A particularly high risk time is during the June - July period, when the cotton from cottonwood trees clogs the outdoor condenser units. The contractor shall make at least one extra PM visit during this time frame that includes checking, and if necessary, cleaning the condenser units.
4.3.2 Cleanings
The contractor shall replace filters, clean condenser fins, clean mineral deposits, and perform any other cleaning services necessary to ensure uninterrupted efficient operation of the cooling system in accordance with manufacturer recommendations.
This work can normally be conducted during scheduled inspection visits, but that schedule should be modified as necessary during high-risk times, particularly the cottonwood season noted in the previous section.
4.3.3 Repairs
The contractor shall tune and replace parts as necessary to repair failed components and to prevent imminent problems in accordance with recommendations by the equipment manufacturers. The contractor shall repair the units as necessary to get the units back up to original equipment manufacturer (OEM) standards.
4.4 Emergency Response and Repairs
4.4.1 Availability
The contractor must provide on-call, on-site technical support with availability covering all times of day and all days of the year. This must include an internal mechanism for escalation should the USGS be unable to reach a human being on the call.
4.4.2 Communication
The contractor must keep the USGS informed in person or by phone, as trouble shooting and repairs progress., The contractor shall provide a verbal report of status at the end of each work day, until repairs are complete to the USGS technical contacts listed in section 4.1.1.
4.4.3 Timeliness
The contractor shall return all calls from the USGS within 30 minutes. If a site visit is
P a g e | 11 deemed necessary, the dispatched engineer must be on site at the NEIC within two (2) hours of the termination of communication.
The contractor shall notify the USGS technical contacts listed in section 4.1.1 as soon as the cause of the problem has been identified and provide this information, verbally along with a brief written statement of what will be done to repair it, and an estimate of time to repair. If repairs take longer than one day, the contractor shall make every effort to complete the work as timely as possible.
The contractor must show due diligence in diagnosing, isolating, and repairing system failures in a prompt and efficient manner.
4.4.4 Emergency Repairs
The contractor shall repair and replace parts as necessary to fix failed components and to prevent imminent problems in accordance with recommendations by the equipment manufacturers. The contractor shall repair the units to return the units back up to original equipment manufacturer (OEM) standards.
4.5 System Outages
The contractor shall schedule any planned outages of the CRAC system as far in advance as reasonably possible. In all cases, the contractor will notify the USGS Technical Contact verbally or in writingrequires The notice will include:
• The date of the outage,
• A conservative estimate of the start and end times,
• Which portion(s) of the system will be impacted,
• A brief justification, and
• Contact information in case the USGS has questions or coordination concerns.
4.5.1 Planned
Depending on the urgency of repairs, the USGS requires at least a one business day advance notice.
4.5.2 Unplanned
Should the contractor be forced to quickly and unexpectedly shut down the CRAC system or any portion thereof, they must speak to one of the technical contacts listed in section 4.1.1, prior to the shut-down unless safety or severe damage factors require immediate shut-down.
