STATEMENT OF WORK –AGILENT/HP MAINTENANCE SERVICES

Introduction and Background: The U.S. Geological Survey (USGS), Water Mission Area (WMA), National Water Quality Laboratory (NWQL), located on the Denver Federal Center, Lakewood, CO, requires maintenance services for their Gas Chromatograph and High Performance Liquid Chromatograph with attached Mass Spectrometers (GC, GCMS and LC-QQQ). These instruments are used by the NWQL to meet its mission requirement of processing and analyzing trace level analyses of water, soil, and tissue samples for local, regional, and national USGS projects. If the instrumentation is not maintained to manufacturer specifications, it could lead to compromising data quality, a loss of data results, and the inability of the water science centers and participating cooperators to meet their mission objectives.

Scope: This work statement covers the requirements for full maintenance and software support for instrumentation owned by the NWQL. This contract also allows the Government to add and delete instrumentations as required by the NWQL.

Requirements:

The Contractor shall provide full maintenance and software support for Five (5) Agilent Technologies Model G1530A Gas Single Quadrupole Mass Spectrometers, Nine (9) Agilent Technologies Model G1530N Gas Single Quadrupole Mass Spectrometers, One (1) Agilent Technologies Model 5890A Gas Chromatograph, One (1) Agilent Technologies Model G1530A Gas Chromatograph, Two (2) Agilent Technologies Model G1946B LC Single Quadrupole Mass Spectrometers and One (1) Agilent Technologies G6410A LC Triple Quadrupole Mass Spectrometer systems. Service for these instruments shall commence upon award of this contract.

Technical Requirements:

A. The Contractor shall diagnose equipment failure and provide all labor, testing equipment, travel expenses, parts and software revisions required to maintain the equipment to the Original Equipment Manufacturer (OEM) published operating capabilities. All maintenance shall be conducted by a Contract Service Engineer who’s documentation, provided by the Contractor, shows evidence of training and experience in servicing the instrumentation specific to the NWQL. All maintenance shall be conducted at the NWQL, Lakewood, CO unless off-site service is required.

B. Preventative maintenance shall be performed by the Contractor. Preventative maintenance calls shall be two (2) calls per instrument within each contract year. The preventative maintenance calls shall be requested by the Government. The Contractor shall perform the requested preventative maintenance within seventy-two (72) hours of either the email or verbal request.

C. Software upgrades and revisions necessary for maintaining uninterrupted operation of all listed systems, specifically after any hardware or software changes essential to maximize efficient operation of the Mass Spectrometers, shall be provided. These provided software updates and revisions are included for Government owned stand-alone and instrumentation attached computers using ChemStation and/or Mass Hunter for acquisition and data analysis software applications. The Contractor will immediately notify the Contracting Officer’s Representative (COR) regarding impending updates and revisions. The updates and revisions shall be installed by a qualified Contractor Service Engineer after scheduling a mutually agreed to date and time with the COR.

D. Emergency repairs and remedial service shall be provided as required within two (2) working days after, either email or verbal, notification has been initiated by the Contracting Officer (CO) or COR.

E. The Contractor shall provide non-emergency repairs as required within three (3) working days after, either the email or verbal, notification has been initiated by the Analyst, the Contracting Officer or the COR.

F. When repair requires replacement parts, the Contractor Service Engineer shall arrange for such replacement parts to be on site within 1 day of determining the need for replacement parts. All replacement parts shall be certified for use or reuse and meet OEM specifications.

G. The Contractor shall provide for shipment expenses of all replacement parts and return shipment expenses for all non-expendable replacement parts.

H. Should the Contractor Service Engineer and the COR concur that a piece of equipment requires off-site repair, the Contractor shall provide shipping expenses for delivery of the equipment to the repair site and return shipping expenses for return delivery of the equipment to the NWQL.

I. The Government shall provide the following consumable operating supplies:

J. The Contractor shall provide service reports to the COR within 5 days after service.

K. All hazardous waste disposals shall be handled by NWQL staff in accordance with NWQL processes.

L. The Contractor shall provide special servicing for specific nuclear equipment. Specifically regarding product numbers 5890A and 6890A equipped with Electron Capture Detectors (ECD). The Contractor shall remove the ECD cell from its housing for cleaning and/or re-foiling of the Ni63 annually. The Contractor shall be licensed by the Nuclear Regulatory Commission (NRC) and hold a NRC recognized State license to perform these cleaning operations. The Contractor shall comply with all Nuclear Regulatory Commission, Department of Transportation, USGS, and NWQL regulations concerning the repair, handling, and shipping of equipment.
