Intent to Award Notice – 140G0126Q0194

This is an Intent to Award Notice issued by the USGS Cooperative Research Units in Orono, Maine, announcing a non-competitive award for the purchase of 10 next-generation remote release acoustic receivers. The equipment is intended to replace an aging array of VR2W and VR2AR acoustic receivers currently used for fish acoustic telemetry research. The Government intends to award the contract to Innovasea based on two primary justifications: compatibility with existing Innovasea software and firmware systems, and the ability to receive signals from fish previously tagged in prior years. The procurement is not subject to competitive bidding; however, the notice invites all responsible parties to submit capability statements or proposals for consideration. The Government retains sole discretion to determine whether to compete the action based on responses received.

Interested parties must submit responses or inquiries to the Contracting Officer, Brian Baker, via email at brian_baker@ios.doi.gov no later than 1:00 PM EST on Friday, July 10, 2026. The notice references attached Salient Characteristics that provide detailed specifications for the acoustic receivers. No formal solicitation will be issued as part of this procurement process.

Intent to Award Notice – 140G0126Q0194 Page 1 of 1

The USGS, Cooperative Research Units in Orono, ME requests the purchase of 10 next generation remote release acoustic receivers used for a variety of fish using acoustic telemetry. The current array of VR2W and VR2AR acoustic receivers have been used to great effect, but they are aging and beginning to fail. The USGS intends to replace the existing equipment as described in the attached Salient Characteristics and make an award to Innovasea due to 1) the need for compatibility with existing software and firmware array of Innovasea receivers; and 2) the ability to receive signals from fish already tagged in previous years.

This notice of intent is not a request for competitive proposals. However, all responsible parties may submit a capability statement or proposal, which shall be considered by the agency. No solicitation will be issued.

A determination not to compete this action based upon responses received is in the sole discretion of the Government.

Responses or inquiries are to be sent to the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 1:00 PM EST, Friday, July 10, 2026.
