About this file

This is a Questions and Answers document for a federal contract solicitation regarding External Review Support Services for the US Geological Survey's Midwest Climate Adaptation Science Center (CASC). The document addresses three key clarifications from potential contractors regarding the expert panel review process, performance period timeline, and expert recruitment responsibilities.

The solicitation establishes a performance period beginning July 1, 2026, with an estimated award date of July 1, 2026, and running for one year through June 30, 2027, with one optional 12-month extension period. The expert panel review process is intended to be hybrid, with USGS organizing virtual pre-meetings and debriefs, but requiring an in-person site visit to the Midwest CASC facility during the last week of October 2026. The contractor is responsible for arranging travel for non-federal expert panel participants, while USGS will cover coordination of virtual components. Regarding expert recruitment, USGS will independently identify and recruit the review team members and provide their contact information to the contractor, rather than requiring the contractor to source experts independently.

1Site Visit: Is the expert panel review intended to be fully virtual, or is an in-person site visit to the Midwest CASC mandatory?

We would strongly prefer to have the expert panel on-site. This would be in addition to virtual pre meetings, and likely a summary/debrief. USGS can organize the virtual events, but we’d need the contractor to arrange travel for non-federal participants.

2I noticed that the SOW says the work begins in 'Fall 2025'. I am guessing this is from last year's solicitation, but want to be sure: Does that really mean Fall 2026?? Can you provide any more clarity about the start and expected end time for this?Fall 2026, PoP is one year from date of award (est. 7.1.2026 - 6.30.2027), with one (1) 12 mth Option period. we are currently aiming for the on-site portion of the review to take place during or around the last week of October 2026.
3Expert Selection: Does the Government provide the list of potential experts to be recruited, or is the contractor responsible for the independent identification and recruitment of the Review Team?We will recruit the experts and provide this contact information to the contractor.
