About this file

This is an Intent to Award Notice for a sole source contract (140G0126Q0102) issued by the US Geological Survey (USGS) Hydrologic Networks Branch for the operation of a NADP/NTN wet atmospheric monitoring station located at site CA76 in Yreka, California.

The contract requires weekly site visits to collect, process, and ship precipitation samples; collect, process, and transmit associated data including precipitation gage records; and perform routine instrument checks, maintenance, and repairs as needed. The USGS intends to award this contract exclusively to Siskiyou County Air Pollution Control District, which owns the property where site CA76 is located and the equipment housed within a county building. Siskiyou County does not permit third-party vendors to operate the site or access the land, equipment, or facilities, making them the sole authorized source for collecting atmospheric deposition information in this area. The notice invites any vendor who believes they can provide similar services meeting the requirement to contact Contracting Officer Brian Baker at brian_baker@ios.doi.gov no later than 1:00 PM EDT on Friday, May 1, 2026. The contract supports the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

Intent to Award Notice – 140G0126Q0102

The US Geological Survey (USGS) has a requirement for the operation of a NADP/NTN wet atmospheric monitoring station. Operation requires weekly site visits to the site to collect process and ship the precipitation sample, collect, process and transmit associated data with the site including the precipitation gage record and perform routine instrument checks, maintenance and repairs as needed.

The Hydrologic Networks Branch requests a sole source contract with the Siskiyou County for a cooperatively supported station between the USGS and the site owner and operator in support of the interagency National Atmospheric Deposition Program, National Trends Network (NADP-NTN).

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Siskiyou County unless it is contacted by any vendor who believes they can provide similar services that can meet the needs of this requirement. Vendors are invited to contact the Contracting Officer, Brian Baker via email at brian_baker@ios.doi.gov no later than 1:00 PM EDT, Friday, May 1, 2026 with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The Siskiyou County Air Pollution Control District (Siskiyou) owns the property on which site CA76 is located. The sampling equipment, including the sample processing and laboratory equipment, is located within a county building on Siskiyou land. They do not allow third-party vendors to operate this site or have access to the land, site or equipment. Thus, Siskiyou are the only source authorized and qualified to collect this information on atmospheric deposition levels in the Yreka, California area.
