About this file

This document is an Intent to Award Notice from the US Geological Survey (USGS) for maintenance of a Honeywell Building Automation System (BAS) at the EROS Center. The contract will be a firm fixed-price type with a base year (12 months) and 4 option years (12 months), issued under Federal Supply Schedule GS-21F-0134W for software upgrades. USGS intends to award the contract to Honeywell International Inc. due to the company's unique capabilities in maintaining their existing integrated enterprise building systems.

The BAS includes interconnected systems such as card reader access, and will involve software enhancement and support for multiple Honeywell components including Security Manager, Building Manager, Life Safety Manager, Digital Video Manager, Asset Locator, and Energy Manager. Vendors who believe they can provide similar services are invited to contact the Contract Specialist, Patrick Anderson, via email at panderson@usgs.gov no later than 1:00 PM EDT on Monday, July 8, 2025. The justification for sole-source procurement emphasizes that replacing the entire system would not be cost-effective, and the proposed upgrade package offers considerable savings compared to prior procurements.

Intent to Award Notice – 140G0125Q0163

The US Geological Survey (USGS) has a requirement for maintenance of a Honeywell Building

Automation System (BAS).

The BAS consists partially of the card reader access systems. All of these systems are interwoven and will need to be installed and maintained in an orderly manner to ensure all upgraded components/systems are compatible with the existing BAS. The anticipated award will be for a period of performance with the maintenance contract to consist of a base year (12 months) with 4 option years (12 months). The contract type will be firm fixed price. The objective is to contract under Federal Supply Schedule GS-21F-0134W for software upgrades.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to HONEYWELL INTERNATIONAL Inc. unless it is contacted by any vendor who believes they have similar product that can meet the needs of this requirement. Vendors are invited to contact the Contract

Specialist, Patrick Anderson via email at panderson@usgs.gov no later than 1:00 PM EDT, Monday, July

8, 2025, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

Over the past several years, the EROS Center has relied on the Honeywell Building Automation

System. Maintenance and potential updates are now needed, particularly for the EBI components and other key functions that must remain Honeywell-based, as replacing the entire system or building is not a cost-effective option.

Honeywell will provide software enhancement and support for EROS Center Enterprise Building

Integrator (EBI) system, which consists of Honeywell Security Manager, Honeywell Building Manager, Honeywell Life Safety Manager, Honeywell Digital Video Manager, Honeywell Asset Locator, and

Honeywell Energy Manager. Honeywell on a scheduled basis (a) evaluate software (b) apply any available updates and upgrades (c) perform system backup. Software coverage is listed in the SOW.

Procuring a upgrade package with base + option years is a considerable savings compared to prior procurements.
