About this file

This Performance Work Statement outlines the USGS Coastal and Marine Hazards and Resources Program's requirements for low-altitude aerial imagery and navigation data services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services are needed for coastal monitoring research and storm response, with data collection focused along the Atlantic east coast and Gulf of Mexico coast, covering areas typically 250 km alongshore and 0.5 km cross-shore.

The technical requirements specify detailed camera capabilities including RGB/IR imaging, 6 cm ground sampling distance, 1/1600 s shutter speed, and precise GPS/GLONASS integration. Data collection must occur during low tide with sun angles above 20 degrees, utilizing 3+ parallel flight lines with 60-80% sidelap and 65-85% overlap. Deliverables must be provided within 3 days of collection. The contract includes a base period plus four 12-month options, with maximum annual funding not expected to exceed 10 collections. This is a small business set-aside under NAICS 541360 with a size standard of $28.5 million, and responses are due January 31, 2025, at 2:00 PM MT.

Performance Work Statement

I. GENERAL INFORMATION

The Department of the Interior, United States Geological Survey, Coastal and Marine Hazards and Resources Program (CMHRP) including the St. Petersburg Coastal and Marine Science Center (SPCMSC), Woods Hole Coastal and Marine Science Center, and Pacific Coastal and Marine Science Center request to establish an Indefinite Delivery Indefinite Quantity (IDIQ to provide low-altitude aerial imagery and navigation data, suitable for photogrammetric processing to produce high-resolution topographic products.

A. Background USGS has worked with C.W. Wright Consulting previously to collect time-sensitive aerial imagery data to capture current coastal topographic conditions, particularly after storm events and during the recovery process. Similar data is required to continue coastal monitoring research efforts and to respond to future storms. An IDIQ agreement is required to facilitate future procurements.

B. Scope Vendor shall provide low-altitude aerial imagery and corresponding precise navigation data suitable for photogrammetric processing on an as needed basis.

C. Annual information Maximum funding per year is not expected to exceed 10 collects.

II. WORK REQUIREMENTS

A. Technical Requirements

1. Vendor will provide a digital copy of low-altitude aerial imagery, corresponding raw precise navigation/location data and a photo event timestamp file, which meet project specifications as agreed upon prior to each data collect.

Data must be suitable for photogrammetric processing to produce high-resolution topographic (elevation and orthophoto) products, collected along coastal swaths, particularly after storm events and during the recovery process, to capture current topographic conditions for making spatially variable coastal change elevation measurements and mapping landcover and land-use changes. Requirements include particular camera capabilities (nadir photos; RGB and optional IR; minimum 6 cm ground sampling distance (GSD); nominal shutter speed of 1/1600 s; lossless image format; rigid and stabilized lens with mechanically locked-down focus; fixed and measured lever arm distances between camera lens and GNSS antenna; image capture within 0.05 seconds of each GPS second and timestamped within 1 microsecond of shutter opening), aircraft GNSS specifications (aircraft position measured continuously; survey grade GNSS receiver and antenna; recorded companion raw L1 & L2 carrier-phase data for both GPS and GLONASS; photo event timestamp file with better than 1 microsecond accuracy), and photo acquisition conditions (collect beach/water interface at low tide and centered in image; time collection when sun is not lower than 20 degrees above horizon; nominal area-of-interest size is 250 km alongshore and 0.5 km cross-shore to be covered within 2 days of survey start; at least 3 parallel flightlines are required with image sidelap of 60-80% and overlap of 65-85%; nominal smear not to exceed 4 cm per pixel).

2. Criteria for acceptance of Product or Service.

All data will be inspected upon receiving to be sure it meets USGS’s needs.

B. Deliverables

1. Digital copies of the raw data (aerial imagery, precise navigation/location data and the photo event timestamp file) to be delivered within 3 days of collection. Point of delivery will be the CMHRP research lead or assigned designee.

III. SUPPORTING INFORMATION

A. Place of Performance is determined by area of interest for data collect.

1. Area is limited to the Atlantic east coast and Gulf of Mexico coast.

B. Period of Performance – Base period with four (4) option periods, each period is12 months

Orders / work to be completed on or before date determined with each requirement.

USGS AUTHORIZED PERSONNEL: Will be provided with award.

C. Government Furnished Property (GFP): No GOV property required.

D. Special Considerations.

1. Contractor must provide all equipment, labor, and tools to perform the work.

2. Data Rights, Safety, Environment – USGS retains all rights to data, specifications of parts, and intellectual property.

3. Security/Privacy issues FISMA and 508 do not apply. No access to USGS IT systems will be required. Should contractor assist with installation, it will be via electronic means or contractor / vendor will be escorted on site and monitored by USGS personnel.
